Description
This is a pre-solicitation announcement. This is NOT an invitation for Bid (IFB), Request for Proposal (RFP), or a Request for Application (RFA) and in no way obligates the US Government to award a contract. However, potential sources that may be interested in this competitive process are requested to mail, fax, or e-mail their interest to the contact address by October 15, 2004. The United States Agency for International Development (USAID) plans to support a program that seeks to help Bolivia take advantage of trade opportunities, prepare for participation in trade agreements and improve trade capacity and competitiveness overall. The second phase of USAID’s Bolivian Trade and Business Competitiveness (BTBC 2) activity will involve broader and longer-term interventions than the initial phase and will be a fully-competed, four-year contract with a total estimated budget within the cost range of $15,000,000 (fifteen million US Dollars) and $20,000,000 (twenty-million U.S. Dollars) plus $550,000 (five-hundred and fifty thousand) in local currency funds. BTBC 2 follows an initial 2-year program that concentrated on the implementation of discrete, priority activities to help Bolivia with respect to immediate trade-related challenges, including taking advantage of trade preferences under the Andean Trade Preferences and Drug Eradication Act (ATPDEA) and preparation for participation in trade agreements. We anticipate issuing the RFP 511-05-001 o/a October 15, 2004. The due date for proposals is anticipated to be November 30, 2004. USAID/Bolivia does not intend to conduct a Pre-proposal Conference.
