Description
NAICS Code: 541990 The United States Environmental Protection Agency, under the Simplified Acquisition Procedures of FAR Part 13, is soliciting competitive offers for recent Bachelor of Science graduate to provide personal services under a contractual agreement to support the National Homeland Security Research Center (NHSRC) of EPA's Office of Research and Development. The Fiscal Year 2003 Consolidated Appropriations Resolution authorized ORD to acquire personal services through temporary or intermittent recent graduate/student services. The NHSRC requires the services of a recent Bachelor of Science graduate to provide quality assurance support for the Project Management System (PMS), to include tracking projects of the Laboratory Capacity and Capability Workgroup, and other support functions. Additionally, the graduate shall develop and implement a Communications Plan and assist with the preparation and review of technical publications for the National Homeland Security Research Center (NHSRC). These activities shall entail the development and maintenance of a central file listing of products developed by the NHSRC, processing and preparation of appropriate documentation, tracking products through the review process, product review and issue resolution. The recent (within the last two years) graduate shall possess a Bachelor of Science degree in a scientific, engineering, or related curriculum and demonstrate capability with Microsoft Word, Excel, and PowerPoint software. The recent graduate should have general familarity or demonstrate the capability of learning HTML programming and be a citizen of the United States. Applicants must agree to a background check, FBI fingerprint check, and suitability determination by the EPA. The student shall sign and date the Student Acknowledgment of Special Terms before work under the contract commences. The student will be required to register with Dunn & Bradstreet and register with the Central Contractor Registry (CCR). This work is expected to begin approximately June 01, 2005, through May 31, 2006, approximating 40 hours per week ( not to exceed 2000 hours per year ); thereafter, to include an optional performance period for the term June 01, 2006 through May 31, 2007, for an identical number of hours at the sole option of the Government. Extension or continuance beyond 24 months is prohibited. The hourly rate for this position is set, as follows: $14.75 per hour, for recent graduates with a Bachelor of Science degree.
