- The Centers for Medicare and Medicaid Services (CMS) intends to procure the services of multiple contractors to conduct a limited range of research, analysis, and demonstration projects that relate to: Medicare, Medicaid, the State Children?s Health Insurance Program (MM/SCHIP) issues, and any other aspects of CMS program responsibilities. CMS is the Federal agency responsible for the operation and oversight of the Medicare program and the Federal participation in the State-operated Medicaid and State Child Health Insurance Programs (SCHIP). CMS' mission is to promote the timely delivery of appropriate, high quality, cost-effective health care to program enrollees, who include the nation's aged, disabled, low-income families and children and special needs groups. To help accomplish this mission, CMS has broad authority for the planning, analysis and research, implementation, and evaluation of demonstration projects. CMS anticipates a need to evaluate a number of demonstration projects related to: the advisability and feasibility of establishing rural community hospitals (RCHs); a Medicare Advantage product to frail and underserved populations; multi-site rural Frontier Extended Stay Clinics; and, antiviral flu medications. Other functions and tasks may include: small scale actuarial analyses; development, planning and conduct of conferences/seminars/workshops; and, preparation of administrative clearances (e.g. Privacy Act system notices, Paperwork Reduction Act clearances). Interdisciplinary skills and technical expertise may be required regarding: populations covered by programs and their heath care needs; services covered by the program and other health insurance programs; reimbursement systems; and, contextual and complementary data including demographics, economic, health expenditures, environmental, industry and professional data, as well as data from another health insurance and Governmental health programs. CMS anticipates awarding Multiple Indefinite Delivery Indefinite Quantity Task Order Contracts for Expedited Research and Demonstration (XRAD) during the first quarter of the Government?s 2006 fiscal year. The total potential period of performance is 10 years. The base term will be five (5) years, with provision for five (5) one-year option periods. It is the intent of the Government to re-compete the XRAD task order contracts (XRAD/TOC) in the first one-year option period. This is a total small business set-aside. The NAICS code is 541720, with a size standard of $6.0 million. CMS anticipates release of solicitation number RFP-CMS-2005-0015 on or about May 25, 2005 with proposals due 45 calendar days thereafter. The solicitation will be available for downloading from the Federal Business Opportunities website at www.fedbizopps.gov. CMS will not mail hard copies of the solicitation document, honor telephone requests, or maintain a bidders list. All responsible sources may submit a proposal that shall be considered by the agency. Potential offerors are responsible for accessing the Federal Business Opportunities website to check the status of this requirement and to keep current with any amendments issued.
