- This is a combined synopsis/solicitation for the acquisition of commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Reference Solicitation No. N00604-05-T-0443 on all quotes and correspondence. This synopsis/solicitation is being issued as a Request for Quotation (RFQ), incorporating provisions and clauses in effect through Federal Acquisitions Circular 2005-03 and DFARS Change Notice 20050412. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. This procurement is a 100 percent Small Business Set-Aside. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. The applicable NAICS code is 339950 and the small business size standard for this procurement is 500 employees. PROPOSALS MUST INCLUDE A COMPLETED COPY OF THE TWO (2) FAR AND DFARS PROVISIONS LISTED BELOW: FAR 52.212-3 ALT I, Offeror Representations and Certifications ? Commercial; Items. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure complianc! e with this regulation when submitting your quote. The requirement is for a firm fixed price contract for the following: [CLIN 0001] Captivue Outdoor LED Single Faced Message Display, quantity of 2 each. Includes a hanger bar. Extended Description: Manufacturer; Trans-Lux Midwest Corp. Pixel pitch is 1.75 inches. Character height is 12 inches. Shades of Color Depth is 256 Shades. Color Matrix is Amber. Matrix Size (H X L) is 32 X 80. Cabinet dimension (H X L) is 4 feet, 8 inches X 11 feet, 8 inches. Three (3) line character display. Capable of displaying text and graphics. [CLIN 0002] ProLine 100 Controller Software, quantity of 1 each. Manufacturer; Trans-Lux Midwest Corp. Extended Description: Software must be capable of advanced graphics such as pictures, video and text. Connection will be via Fiber Optic Cable with Wireless Receiver and Wireless Transmitter. [CLIN 0003] Rear Illuminated Sign w/ custom copy, quantity of 1 each. Extended Description: Custom copy to read, ?NCTAMS PAC.? [CLIN 0004] Installation. Place of Performance is 500 Center Street, Wahiawa, HI 96786. Provide all supplies, labor and training for the following: (1) Removal of existing sign. Current sign dimensions are 63 inches high X 121 inches long. (2) Installation of new message display. Signs shall be installed in the same location back-to-back to allow drivers entering and leaving the base to see the sign. The new signs wil! l be supported by the poles that support the current sign. (3) Installation of rear illuminated sign. Rear illuminated sign shall be mounted on the top of the message display. (4) Configuration of wireless receiver and wireless transmitter. (5) Training on system operation. (6) General Clean-up. Quotes are being solicited on an ?or equal basis.? If an equal product is being offered, it is the responsibility of the offeror to submit detailed specifications (manufacturer names and part numbers), along with pictures of the items, in sufficient detail to allow for an evaluation of the product. All CLINs are separately priced; please provide individual pricing for each. Quotes shall be FOB DESTINATION PRICING to Wahiawa, HI 96786. The desired delivery date for all items is five (5) days after delivery of contract OR state best delivery time (in days after delivery of contract). The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, I! nstructions to Offerors-Commercial Items - Addendum to FAR 52.212-1, paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public; Express Warranties shall be included in the contract, delete paragraph h, multiple awards and insert single awards. REVIEW OF AGENCY PROTEST (FISCPH) (APR 2000) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordance with the requirements set forth in FAR 33.103 (d) (4), agency! protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Director, Regional Contracting Department (Code 200), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e, the Contracting Officer or Reviewing Official. (d) The decision of the Contracting Officer will not extend the timeliness requirements of GAO. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action.
