Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Systems Engineering, Management and Integration (SEMI) support for the PMA-280 Tomahawk Systems Engineering Organization (SEO). This effort will include support for all baselined Tomahawk Weapons System (TWS) variants, planned TWS upgrades, and the integration of TWS variants into submarine and surface combatant platforms. This contract will provide systems engineering services and associated program management support needed by the Tomahawk SEO supporting all TWS segments. NAVAIR intends to award this effort to Raytheon Company, Missile Systems Business Unit (RMS), P.O. Box 11337, Tucson, AZ 85734-1337. This acquisition is being pursued on a sole source basis under the authority found in 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Since 1994, Raytheon has been the sole developer, designer, and manufacturer for the Tomahawk All-Up-Round (AUR), and has been the sole contractor supporting the Tomahawk SEO exclusively for the resolution of Tomahawk system wide engineering issues. Raytheon currently manages the key requirements, interface, integration, and verification documents for the TWS. The company is the only source possessing the required knowledge and documentation necessary to integrate new technologies into the AUR and to assess their impacts on the entire TWS. RMS is the only source capable of accomplishing SEO requirements in the required timeframe. The estimated period of performance is from October 2005 through September 2006, with a potential for four one-year option periods. The SIC Code for this requirement is 8711.
