Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service, Northwest Region located in Seattle, WA intends to negotiate a sole source contract with Tulalip Tribes to accomplish following tasks: 1. Collect adult Chinook salmon tissue samples and otoliths from natural spawning aggregations through Snohomish River basin and from the Wallace River Hatchery Chinook salmon, a potential future Pacific Salmon Commission (PSC) exploitation rate indicator stock. 2. Analyze tissue samples for the allele frequencies at the 13 microsatellite loci in the coast-wide baseline constructed by the United States Section of the Chinook Technical Committee (USCTC) 3. Determine if there is sufficient difference between the natural and hatchery baselines to detect potential differences in fishery stock composition and thus to use this as a test of whether the coded-wire tagged indicator stock group will adequately represent Snohomish natural-origin Chinook in Pacific Salmon Treaty (PST) fisheries. The Tulalip Tribe?s fisheries staff has extensive experience in conducting spawning ground enumeration and sampling of Chinook salmon in the Snohomish river drainage. The Snohomish river Chinook stocks are part of Puget Sound complex of Chinook stocks that has been listed as Threatened under Endangered species act. The Tulalip Tribe holds the necessary permits to conduct biological sampling and research on this stock. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $50,000.00. ****The Western Administrative Support Center Acquisition Management Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
