- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SB1341-05-Q-0546 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Monday, May 2, 2005 at 10:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be , null null The National Institute of Standards & Technology requires the following items, EXACT MATCH ONLY, to the following: LI 001, LHe Dewar Specifications: Vacuum-wall cryogenic dewar with internal superinsulation and vapor cooling to achieve 4 liters per day or less loss rate of liquid helium (LHe) and a LHe hold time of 10 days or more with a 40 liter charge of LHe. Dewar has upper neck with inner diameter (I.D.) 4.0 inches, central LHe reservoir, and lower tail with I.D. 3.75 inches. Lower tail region is 6.0 inches high. Overall inside region height from top of neck to bottom of tail is 44.0 inches. Top plate of dewar is a machined 6.0 inch outer diameter flat plate having an o-ring vacuum seal at I.D. 4.5 inches, inside of a set of 8 evenly spaced #10-32 tapped holes 0.5 inches deep at 5.50 inches center diameter, for attaching existing flange., 1, EA; LI 002, Internal Magnetic Shield Specifications: A cylindrical magnetic shield approximately 40 inches high permanently attached internal to the vacuum space of item 0001, but external to the superinsulation, providing a factor of approximately 50 or more in reduction of external magnetic field strength within the tail region of the dewar. This shield shall be of welded construction with a circular bottom welded at all edges to the cylindrical side wall. The side wall and bottom shall consist of high magnetic-permeability alloy 1 mm thick for optimum shielding, cost, and weight. The welded shield shall be suitably heat treated (annealed) to reach the maximum state of permeability, and the full magnetic permeability and shielding factor shall be maintained with the dewar full of LHe., 1, EA; LI 003, LHe Level Sensor Specifications: An installed LHe level sensor compatible with an American Magnetics, Inc. model 110 LHe level display unit calibrated for an 18 in sensor, or otherwise supplied with a compatible display unit for reading the installed sensor. The sensor shall read the LHe level in percent for the full volume of the LHe reservoir (approximately 40 liters)., 1, EA; LI 004, Fill/Vent Port Specifications: A sealed port allowing access for a 0.375 inch diameter LHe transfer line, placed offset from the central neck. The port shalll have fittings to release overpressure in the central reservoir, and an o-ring seal., 1, EA; For this solicitation, National Institute of Standards & Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards & Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com.
