Description
The Centers for Disease Control and Prevention intends to issue a sole source firm fixed priced purchase order to College of American Pathologist, Northfield, IL. is the only known provider for this particular services. 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services. (a) Authority. (1) Citations: 10 U.S.C. 2304(c)(3) or 41 U.S.C. 253(c)(3). (2) Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order? (ii) To establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The College of American Pathologists is the only organization that has developed a nomenclature and classification work medical concepts and concept codes in machine-readable format for reporting cancer. It is national and internationally known software used in the reporting of cancer data. SNOMED is recognized by the Office of Health and Human Services as the National standard for Public Health Information Network/National Electronic Disease Surveillance System (PHIN/NEDDS). SNOMED CT (Clinical Terms), a product of SNOMED International, is a data system of nomenclature and classification of medical terms and codes in machine-readable format for reporting of cancer from pathology laboratories and other clinical services. This vocabulary is compliant with PHIN/NEDSS (Public Health Information Network/National Electronic Disease Surveillance System) standards as well as those of the National Health Information Infrastructure (NHII). The National Committee on Vital and Health Statistics (NCVHS) recommends the use on SNOMED CT as part of the electronic health record. SNOMED International, a unit of the College of American Pathologists (CAP), maintains, licenses, and distributes SNOMED CT codes, including distribution through a specially designed browser. CDC will purchase multi-site license for central cancer registries funded by the Division of Cancer Prevention and Control (DCPC) to use vocabulary messaging services and products of SNOMED (Systemized Nomenclature of Medicine) International. SNOMED CT (Clinical Terms), a product of SNOMED International, is a data system of nomenclature and classification of medical terms and codes in machine-readable format for reporting of cancer from pathology laboratories and other clinical services. This vocabulary is compliant with PHIN/NEDSS (Public Health Information Network/National Electronic Disease Surveillance System) standards as well as those of the National Health Information Infrastructure (NHII). DCPC funded central cancer registries can use these tool to expedite the electronic transmission and receipt of clinical data and documents from health care facilities. Specific products include: the SNOMED CT Clue Browser, the SNOMED CT Technical Reference Guide, ICD-O-3 (International Classification of Disease) Topography to SNOMED CT Maps, SNOMED CT User?s Guide, SNOMED CT CD-ROM tutorials, the SNOMED CT Cancer-encoded Checklists, and educational training. ?This material includes SNOMED Clinical Terms? (SNOMED CT?), which is used by permission of the College of American Pathologists. ?2002-2005 College of American Pathologists. All rights reserved. SNOMED CT has been created by combining SNOMED RT? and a computer based nomenclature and classification known as Clinical Terms Version 3, formerly known as the Read Codes Version 3, which was created on behalf of the U.K. Department of Health and is a Crown Copyright. SNOMED and SNOMED CT are registered trademarks of the College of American Pathologists.? The vendor has intellectual property rights on the license software & maintenance it is illegal to use, disclose, or reproduce such data without the express written consent of the owner. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
