- The Bureau of Reclamation intends to negotiate on a sole source basis with The Johns Hopkins University, Department of Mechanical Engineering in Baltimore, MD to construct a full-scale physical model of a microbubble diffusion system that removes supersaturated gases from water. The model will be based on a patented design that the patent holder has authorized The Johns Hopkins University to construct and operate. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that believe they can provide the required items and services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required items and services must provide supporting evidence that they can furnish the supplies/services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 7 days of the date of publication of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by FAX at (303) 445-6345, Attention: Robert E. Collins. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify themselves as either small business, or other than small business, in accordance with the size standard for North America Industrial Classification System (NAICS) Code 541710 which is 500 employees.
