Description
The Utility Helicopters Project Office (UHPO) is seeking information from sources that feel they are capable of providing off the shelf alternatives for an Environmental Control System (ECS) for the HH-60M Helicopter. As a minimum, the ECS must be a ble to meet the following requirements: The ECS shall be operated while the aircraft is on the ground, in a hover, and throughout the entire aircraft flight envelope as defined by Performance Specification AVNS-PRF-10015 (System Specification for the HH-6 0M Black Hawk MEDEVAC Helicopter). The ECS shall provide no less than 52,000 British Thermal Units (BTUs) for warming the cabin. The ECS shall provide over-temperature protection to prevent the output air temperature from exceeding 188 degrees Fahrenheit . The ECS shall provide no less than 60,000 BTUs for cooling the cabin. The ECS shall control recirculated cabin air independent of the existing ventilation system and shall supply 700 standard cubic feet/minute airflow rate in accordance with (IAW) Air Movement and Control Association (AMCA) Standard 210-99. The ECS shall interface with the current UH-60Q/HH-60L Mission Equipment and Ground Support Equipment. The ECS electrical power requirements shall be compatible with the electrical power supplied b y the HH-60M IAW AVNS-PRF-10015. The dimensions of the control panel shall be no greater than 6 in. wide x 4 in. high x 2 in. deep. The ECS control panel lighting shall be compliant with Class A, Night Vision Type I Device technology IAW MIL-STD-3009. T he ECS weight, in its operational configuration, shall not be greater than 325 pounds. The ECS shall fit within the transition bay of the Black Hawk HH-60M immediately above and directly behind the fuel tanks. The ECS shall not require scheduled parts re placement and equipment servicing points. Indicating devices required for servicing or inspection after installation in the aircraft shall be visible and accessible without disconnecting hydraulic/pneumatic lines or cables, or removing the unit from its i nstalled location. The ECS shall require only modular replacement for no less than 95 percent of all ECS malfunctions. The ECS shall be interchangeable with the HH-60L and UH-60Q aircraft. The ECS shall provide high pressure protection to prevent the sy stem pressure from exceeding 525 pounds per square inch gauge (psig) and shall provide low pressure protection to prevent the system pressure from falling to zero (0) psig. The ECS shall meet the Electromagnetic Environmental Effects (E3) requirements of ADS-37A-PRF for non-flight critical and non-safety critical equipment and subsystems. The ECS shall meet the Environmental Conditions requirements of Section 3.2.6 of AVNS-PRF-10002. The UHPO intends to test any ECS determined to meet the stated requirem ents under the Defense Acquisition Challenge Program (DACP) with intent to purchase the ECS that is best suited for the stated requirements, pending successful qualification testing. A minimum procurement of 300 units is projected at this time. Vendors h aving a product that meets or exceeds the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Interested firms must respond in writing or by email to the identified point of contact. All responses m ust be received by 28 April 2005. Oral communications in response to this notice are not acceptable. Please include your business status (Large, Small, Small Disadvantaged, Woman-owned, etc.) and indicate any intellectual property rights issues pursuant to your product. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of the results of the evalu ation. Respondents deemed fully qualified will be considered in any resultant solicitation for this requirement.
