- Solicitation Number SAZ-RO-05-04 for Scanning and Indexing Land Title Files is amended to change the General Work Requirements, Description of Work, Government Furnished Property, Performance Period, Preparation of Offer and Submission date of offer and to add Shipping Instructions and a date for interested offerors to review land title files. If you submitted an offer prior to this amendment, you will need to submit a new offer. SCOPE OF WORK: The objective of this contract is to scan and index the land title files for the Ouachita National Forest. The contractor would be required to complete the following tasks: 1)Scan approximately 200,000 land title images (approximately 3,000 land title cases) 2.) Convert scanned images into .PDF documents 3.)Create up to 10 bookmarks within the .PDF documents. GENERAL WORK REQUIREMENTS: All work will be performed in accordance with Forest Service technical specifications, which will be set forth in each work order. These tasks include, scanning land status title documents into an Adobe Acrobat 7.0 .pdf file with up to 10 bookmarks, populating 4 fields in an MS Access database, and delivering the .pdf files and the updated MS Access database on CD in standard ISO9660 format. Government data and/or property may be furnished in accordance with the Government Furnished Property Clause as needs dictate, and will be determined prior to issuing each work order. Contractor will be responsible for furnishing all labor, software, and hardware necessary for the services and returning Government provided data in the same condition as it was received by the Contractor. DESCRIPTION OF WORK: (Scanning): Scan approximately 200,000 land status title documents. Most (approx. 95%) of the documents are 8.5 X 11, some (approx. 3%) are 8.5 X 14, and approximately 2% are large maps and/or plats that vary in size. Maps that are in color will be scanned as a color document, maps without color will be scanned as line art, and all text documents can be scanned in black and white. Each page of a title file will be scanned at 300 dpi, deskewed, and despeckled and converted into a bookmarked Adobe Acrobat 7.0 .pdf file. Each title file will need to be bookmarked into up to 10 categories. The placeholders for the bookmarks will be inserted into the files before the title files are sent to the contractor. The placeholders will be a color other than white and will have the name of the bookmark printed on the sheet. We do not want a scanned image of the placeholder sheet to appear in the final .pdf file. Each title file will have a record in the MS Access index database provided by the Government. The following fields will need to be populated by the Contractor. Field name Length Type digital_date 8 date format_file_type 10 character format_file_size 30 character format_creation 100 character SHIPPING INSTRUCTIONS: The Government will be responsible for the shipping costs from the government office located at USDA Forest Service, 1720 Peachtree Road, Atlanta, GA 30309 to the contractor?s office. The Contractor will be responsible for the shipping costs incurred in returning the case files to the Atlanta office. The Contractor will be required to use a service that can track the materials being shipped i.e., FedEx, UPS, etc. Approximately 20 work orders. Each work order will be accompanied by 3 boxes of case files; each box will contain 50 case files. DATE FOR VIEWING LAND TITLE FILES: Interested offerors have the opportunity to view samples of land title files prior to the date for submission of offers. A viewing of the original land title files will take place on April 26, 2005 at the following location: USDA Forest Service 1720 Peachtree Road, NW ? Suite 792-S Atlanta, GA 30309 Time: 10:00 am to 12:00pm EST. Point of Contact: Tracy Adkins at 404-347-2868 PERFORMANCE PERIOD: All work will be completed one (1) from date of contract award. The Government anticipates work to begin on or around June 1, 2005. INSPECTION AND ACCEPTANCE: The COR will inspect and accept or reject the services to be provided under this contract. The COR will be allowed twenty one (21) calendar days to accept or reject required deliverables. GOVERNMENT FURNISHED PROPERTY: Land Status Title Files with placeholders for each bookmark and an MS Access index database with a record for each title file. MEASUREMENT AND PAYMENT: Payments will be made upon completion and acceptance of work. PREPARATION OF OFFER: Offeror needs to submit a per unit price for each land title case. The Government estimate 3000 land title cases for this project. Offer shall include a description of item, quantity of land title cases, a unit price, and a total amount. Offer should read as follows: 3000 land title cases @ $_____each for a total amount of $_____. Unit price shall include all labor, materials, supplies, supervision, travel, shipping, and any other incidentals necessary to perform the work. An award will be made to a responsible contractor whose offer is the most advantages to the Government. Offers shall be evaluate on price, technical capability, and past performance. Offerors should submit information demonstrating their ability to perform the services and a least three references in which they have performed the same/similar type of work (including contract numbers, points of contact with telephone numbers and other relevant information). FAR clause 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition with no addenda. Offerors shall include a completed copy of the provisions Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations, and Certifications Commercial Items, with quote. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items, applies without any addenda to the clause to this acquisition. The FAR clause 52.212-5 Contract Term and Conditions required to Implement States or Executives Orders ?Commercial Items, applies to this acquisition. The successful offeror shall comply with FAR 52.204-7 Central Contractor Registration and FAR 52.232-33 Payment by Electronic Funds Tansfer-Centeral Contractor Regulation prior to contract award.
