Description
The Product Manager- Clothing and Individual Equipment (PM-CIE) at the U.S. Army Research, Development, and Engineering Command, Soldier Systems Center, Natick, MA has a need to identify possible commercially available gloves having highly protective performance characteristics to replace the current Army Barbed Tape-wire handlers gloves. The Government is conducting a Market Investigation seeking product information and/or samples of innovative off-the-shelf or non-developmental solutions for evalu ation in the year 2005 to replace the Military standard Barbed Tape-wire handlers glove (A-A-50054A). The intent of this market survey is to see modern versions of these gloves using state of the art materials and design features that will meet or exceed A-A-50054A. Barbed tape-wire handlers glove must be a commercial off the shelf (COTS) item that will not require additional research and development. The gloves are intended for use in handling barbed tape, barbed wire, and concertina coil, or similar m aterials. The current item is bulky, lacks durability, and adequate dexterity. The current item is $17.00 per pair. The Government will be technically testing materials (alone) of these commercial items to determine the best performance available. Tec hnical tests may include: cut resistance, puncture resistance, tear strength, and breathablilty. Other important performance characteristics include snag resistance, durability, abrasion resistance, and comfort. Results from this evaluation will be used to update the current Military specification. For the purposes of this test only, non-domestic samples may be submitted. When submitting for U.S. contracts, offers are cautioned that their products (all materials and manufacturing) must comply with Berr y Amendment restrictions (see DFARS 252.225-7012). Product shall meet the following critical performance requirements: (1) Long gauntlet. (2) Minimum service life of 120 days and have a minimum shelf life of 5 years without being affected by mold, fungus , rot, etc. (3) Weight: 19 ounces or lighter per pair. (4) Provide maximum protection against barbed tape, barbed wire, and concertina coil, or similar materials. (5) Provide maximum breathability and comfort. Interested firms are requested to submit information on their product(s) within thirty (30) days following the publication of this synopsis. Information should include, but not limited to, product cost, technical information (e.g. physical properties, performance characteristics, test methodolo gy (e.g. ASTM, AATCC), certification/ compliance, warranty terms, relevant company background/experience, ISO 9000 certification, and any other information that the company believes demonstrates the value of their product(s) and ability to meet the require ments. Companies are also encouraged to submit samples for evaluation. Any information/samples submitted will not be returned, and no payment will be made by the Government for such samples.
