Description
The Bureau of Land Management (BLM) has a requirement for fuels management services to reduce the risk of wildland fires in Chaves County in New Mexico. The project will consist of removing saltcedar and Russian olive trees along specific areas of the Pecos River corridor by a mechanical extraction method for the purpose of reducing fire hazard potential, improving riparian habitat, and potentially increasing available ground and surface water. The project areas are comprised of various densities of salt cedar and Russian olive within the floodplain of the Pecos River. The project areas are not physically delineated by markers but are self-evident when visiting the sites due to the presence of saltcedar trees grouped in dense stands, growing singly and lining the banks of the Pecos River. Generally, the project area is delineated by the boundary of the 100-year floodplain. The Contractor will extricate all saltcedar and Russian olive trees and saplings inside a flagged boundary. The extricated vegetation will be piled or windrowed on site in areas specified by the BLM for future burning or mulching. In some cases, the use of a front end loader may be needed to rearrange the brush piles/windrows to allow for future burning or mulching. Raking may be required to arrange slash into windrows or piles. Treatment may include some acreage of private land adjacent to federal land. This includes furnishing labor, supervision, transportation, operating supplies, and incidentals to perform all work necessary to perform the required services. The period of performance will begin shortly after the date of award and continue for approximately six months. This requirement is 100% set aside for small businesses under NAICS 115310. This solicitation will be available on or about April 20, 2005. A pre-proposal site tour will be held on April 27, 2005 at 9:00 A.M. at the BLM Roswell Field Office in Roswell, New Mexico. Details of the tour will be provided upon issuance of the solicitation. Potential offerors may obtain a copy of the solicitation at http://www.fedbizopps.gov. No hard copies of the solicitation will be provided. Contractors must be registered at http://www.ccr.gov to be considered eligible for award.
