Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. 2. Solicitation number MG010101 is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26. 4. The purpose of this solicitation is to provide parking spaces for the Headquarters of Financial Management Services (FMS) employees in the Washington, D.C. area. 5. GENERAL REQUIREMENTS Location: The parking facility shall be located within a one-mile radius or less from the U.S. Department of Treasury, Financial Management Service, 401 14th Street, SW, Washington, DC 20227. The contractor shall provide all labor, materials, supplies, and supervision for the lease and maintenance of required parking spaces. The contractor can propose more than one location. If more than one location is proposed, the locations must be within close proximity to each other. Number of Parking Spaces: The FMS requires up to 140 spaces with a minimum requirement of 128. Parking Permits: FMS shall furnish and distribute parking passes on a yearly basis. The parking passes will be detachable from the rear-view mirror of vehicles. Card Key Pass: The contractor shall furnish card key passes not later than ten calendar days from the effective date of contract award for the base contract period. If the pass has an expiration date, the contractor shall provide new passes 5 working days prior to the expiration date. The card key pass shall be delivered to the LCB Building Manager for distribution to employees utilizing spaces. The contractor shall replace passes in the event of loss, wear, or malfunction. The card key pass shall be furnished on an annual basis. Card key passes shall be forwarded at the contractor?s expense to the following address: U.S. Department of Treasury Financial Management Service (FMS) Liberty Center Building (LCB) 401 14th Street S.W., Room 118 Washington, DC 20227 Attn: Building Manager Site Conditions: The contractor shall provide a secure, well-lit, paved, concrete, or gravel surfaces. Parking spaces shall be clean of debris and large pools of water. The contractor shall submit methods of securing and cleaning of parking area. The contractor shall maintain the parking lot surface in a safe condition without deteriorated or damaged pavement. The location(s) shall provide parking spaces that will not require the need to move a vehicle in order to permit any particular one vehicle to enter or exit the parking area. Hours of Operation: The secured parking spaces shall be available Monday through Friday, from 6:00 am to 7:00 pm, excluding Federal holidays and any other day that the FMS may be closed for business. Size of Parking Spaces: The parking spaces shall be of sufficient size to accommodate various types of vehicles (i.e., full size, compact, trucks, sport utility vehicles, minivans and 15 passenger vans). Rules and Regulations: The contractor shall submit a copy of applicable rules and regulations with its proposal for evaluation and approval by the Contracting Officer. Vehicles will be parked at the facility in compliance with all rules and regulations issued by the Contractor as accepted by the (FMS). Security Procedures: The contractor shall provide security Monday through Friday, from 6:00 am to 7:00 pm. The contractor shall exercise supervision of the parking area as may be necessary to ensure that only authorized FMS employees with valid parking authorization are allowed use of reserved parking spaces. FMS will provide the contractor a listing of approved parking participants. The contractor shall be responsible for monitoring entrance and exit of authorized users of the parking facility(s). The Government assumes no liability for damage, theft, or vehicle property loss. Snow Removal Requirements: During inclement weather (i.e., snow and ice) the contractor shall at all times keep the parking area free from accumulation of snow or ice. All surfaces shall be treated to prevent slippery conditions including entrance and exit ramps. Only EPA approved chemicals and materials shall be applied under icy conditions. Period of Perfomance: The base period of performance is from November 1, 2005 through October 31, 2006. The Government reserves the right to unilaterally exercise the option periods as shown below: Option Year 1 (November 1, 2006 through October 31, 2007) Option Year 2 (November 1, 2007 through October 31, 2008) Option Year 3 (November 1, 2008 through October 31, 2009) Option Year 4 (November 1, 2009 through October 31, 2010) 6. The provision at FAR 52.212.1, Instructions to Offerors, applies to this acquisition. Multiple offerors and awards are hereby deleted from this solicitation. All quotes must be for all items, as stated, partial quotes will not be considered. Award will be made to a single vendor. 7. The provision at FAR 52.212-2, Evaluation of Commercial Items applies. (1)Price: Offers will be evaluated for completeness, reasonableness and competitiveness. The Government reserves the right to enter into an agreement with other than lowest offeror. The Government intends to enter into an agreement without discussions, nevertheless, the government may communicate with an offeror in order to clarify or verify information submitted in its offer. 8. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications Commercial, with its offer. FAR 52.212-3 can be downloaded from the internet: http://farsite.hill.af.mil/. Offerors that fail to furnish the required representation information, or reject the terms and conditions of the solicitation, may be excluded from consideration. 9. All FAR Clauses and provisions incorporated by reference may be viewed in full text via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/ . The following FAR clauses are applicable: FAR 52.212.4, Contract Terms and Conditions Commercial Items, with addendum; 52.212-3, Government Furnished Property, FAR 52.212-5, and Notice to Supplier, 52.245-4.
