- The United States Environmental Protection Agency (EPA), Office of Prevention, Pesticides and Toxic Substances, Office of Pesticide Programs, Antimicrobials Division, is conducting market research, for information purposes only, for efficacy data evaluation and consolidation of pesticide assessment guidelines. The purpose of this survey is to determine if certified 8(a), HuBZone, Service Disabled Veteran, Native American, Small Disadvantaged, Women Owned and Small Businesses possess the necessary technical capabilities to support these activities. It is anticipated that this requirement will be awarded as a five year contract under NAICS code 541620. The size standard for this NAICS code is $6 million. Prospective offerors must be able to scientific and technical pesticide support to include the review of efficacy data, support for the eligibility of reregistration of pesticides, test guideline support, review of incident information, literature search, consolidation of the pesticides assessment guidelines, and the convening of workshops, seminars and training. All Small Businesses and certified 8(a), HuBZone, Service Disabled Veteran, Small Disadvantaged, Women Owned and Native American contractors with the appropriate technical and personnel capability are invited to submit a Capability Statement. To learn more about antimicrobial pesticide registration, and in an effort to provide the most advantageous and responsive capability statement, please visit the Anti-Microbial Division homepage at http://www.epa.gov/oppad001/. The Capability Statement must (1) address the contractor's technical, management and personnel experience as it relates to all key subject areas and the related subject areas described (2) provide examples of relevant technical, management, and personnel experience, and (3) identify the tasks it will achieve using in-house staff and the tasks it will achieve using team members or subcontractors. The EPA does not want full-scale proposals. Please limit responses to ten (10) pages, single-spaced, size 12 font and only provide the information requested in this paragraph. No feedback or evaluations will be provided to companies regarding their individual Capability Statement. All capabilities statements should be sent via email to britt.carole@epa.gov. The due date for submission of the statements is 2:00p.m.EST on April 29, 2005.
