- SOURCES SOUGHT - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. The Defense Contracting Command- Washington (DCC-W) is soliciting information from potential sources and seeking qualified small business sources on behalf of the Joint Chiefs of Staff, Joint Staff J-5, to provide contractor support expertise to develop proposals and actions affecting a broad range of military equities on all combating Weapons of Mass Destruction(WMD) policy issues. A draft Statement of Objectives (SOO) for support to the WMD, J-5 WMD is located on the DCC-W website at http://dccw.hqda.pentagon.mil, click on services and open the document entitled, Sources Sought Contractor support expertise to develop proposals and actions affecting a broad range of military equities on all Combating WMD policy issues. Comments are requested on the specific requirements, and suggeste d surveillance methods, performance standards, and incentives are welcome. The North American Industry Classification System (NAICS) Code is 541519 and the small business size standard is average annual gross receipts of less than $21 million. Responden ts are requested to submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed 15 pages must provide a summary of relevant experience and knowledge that addressees the entire scope of the SOO . Key elements to consider in your submission are a) TS security clearance required at the start of the contract; b) key personnel qualifications, must possess at least 6 years of combined experience in the disciplines of Combating WMD and Consequence Man agement issues, policies and strategies; possess a graduate degree in national security studies; and have experience in web page development, databases and computer modeling. Contractor must possess working knowledge in web page development, databases, and computer modeling. Contractor must possess working knowledge of the 3 following software systems: Access (to include programming), Excel and Word. Must be able to propose an acceptable technical approach to accomplishing the tasks and deliverables desc ribed in he Statement of Objectives. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of services, Contracting Officers Representative (COR) name, COR email, and COR telephone. Request corporate information specify the company name and address, corporate contact points, CAGE code and attach a copy of your current CCR data. A lso, advise the Government of pending changes in small business status. The capability statements will be evaluated to determine if at least 2 small businesses are capable of performing the SOO; however, respondents will not be notified of the results. T he anticipated period of performance for this requirement is one year. All data received in response to this Sources Sought solicitation that is marked, as corporate proprietary will be fully protected from release outside the Government. Please do not s ubmit classified material. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought solicitation. No reimbursement will be m ade for any cost associated with providing information in response to this solicitation.
