Description
The ?NOTE? contained in the synopsis dated 3/9/05 for RFP N00140-05-R-0042 is hereby deleted and replaced with the following. NOTE: THIS REQUIREMENT IS BEING SOLICITED ON THE BASIS OF FULL AND OPEN COMPETITION AND IS NOT SET ASIDE EXCLUSIVELY FOR THE PARTICIPATION OF SMALL BUSINESSES. HOWEVER, PROPOSALS SUBMITTED IN RESPONSE TO THE SOLICITATION WILL BE CONSIDERED IN ACCORDANCE WITH THE FOLLOWING PROVISION. Cascading Set-aside Provision (A). All potential offerors may submit a proposal in response to this solicitation and will be considered, as follows: (1) In accordance with Federal Acquisition Regulation (FAR) Subpart 19.5, any award under this solicitation will be made on a competitive basis to an eligible, responsible small business concern, provided that at the time of initial proposals, a minimum of two competitive technically acceptable offers received from eligible, responsible small business concerns are amongst the most highly rated proposals received as determined by the Contracting Officer. (2) If a minimum of two competitive offers from eligible small business concerns are not amongst the most highly rated proposals received as determined by the Contracting Officer, any award under this solicitation will be made on the basis of full and open competition from among all responsible business concerns submitting offers, regardless of size standard. (B). Any such award, whether made pursuant to paragraph (1) or (2), above, will be in accordance with the evaluation criteria set forth in Section M of the solicitation. The solicitation is expected to be released on or about 21 April 2005. The closing date for receipt of proposals will be established in the RFP. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available.
