Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Dynamic Instruments, San Diego, CA 92123-1825 for the acquisition of Automated Track and Balance Sets (ATABS) P/N 1576AS100-4. The required basic quantity is for eight (8). Options for an additional thirty-two (32) may be exercised for a total amount of forty (40) units. Options may be exercised in whole or in part. The ATABS unit is a Commercial-Off-The-Shelf (COTS) item that is a single, self-contained, light-weight portable tracking, balancing, and vibration analyzer used to measure vibration levels, balance rotors and turbines and reduce track spreads on the MH-60R Helicopter main rotor blades. The proposed acquisition is for support equipment for which the Government does not own a complete drawing package or specifications. Dynamic Instruments holds technical data rights to the upgraded components that make up the ATABS unit. This notice of intent is not a request for competitive proposals. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See note 22.
