- The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to Combined Arms Center (CAC) G-7 for their Electronic Warfare (EW) Specified Proponent Analyst Support mission. The contractor shall provide support for CAC G-7 EW Specified Proponent responsibilities for overall synchronization, integration, coordination, and decision authority for EW Doctrine, Organization, Training, Material, Leadership, Development, Personnel and Facilities (DOTMLPF) requirements for the US Army. The tasks are to: develop and provide technical advice and comments, briefing aids, and information and other papers on EW policies, regulations, doctrine and plans; support and contribute to the production of EW doctrinal publications to include Army and Joint field manuals and publications; support the design, development and coordination of alternative organizational/personnel requirements for the EW Specified Proponent; assess the requirements for EW specialty training for designated EW personnel, EW co ntent in leader education, and programs of instruction (POI) at the joint and service levels; support the material development process for EW systems responding to capability requirements of Army and Joint Warfighters; develop a plan to incorporate EW awar eness, operations and planning tasks into leader education and development programs; support in the designs of EW staffs for operational and tactical headquarters, and assist the development of Army EW positions; develop technical plans for accomplishment of EW projects and initiatives for CG CAC and track and report on the execution status; (Optional Task) provide one man-year of support to USAFAC&FS with DOTMLPF responsibilities for EA (at Fort Sill, OK); (Optional Task) provide one man-year of support t o USAARMC&FK with DOTMLPF responsibilities for EP (at Fort Knox, KY); (Optional Task) provide one man-year of support to USAAVNC&FR DOTMLPF responsibilities for EP (at Fort Rucker, AL); (Optional Task) provide one man-year of support to USAIC&FH with DOTML PF responsibilities for ES (at Fort Huachuca, AZ). All interested contractors must address in their proposal (when requested in the RFP) all areas of their expertise listed in this requirement. The contractors personnel team shall have Minimum Qualifications as follows: educational development and Army m ilitary personnel management experience; a BA or BS degree(required)(not waiverable); combat development trained (required) with recent experience in the JCIDS Process (waiverable); an advanced degree in Science in an area relevant to the tasks (preferred) ; service related EW school training (preferred); recent experience in EW or EW related activity (preferred); and possess a TOP SECRET security clearance (required). Each contractor employee shall be available on site after award. This is a new requirement not previously performed by the activity or a contract issued for the activity. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all qualifi ed respondents. The Federal Supply Classification (FSC) code for this project is B599, NAICS code is 541690, and SIC code is 8748. The contractor shall provide management and daily oversight of their analysts and personnel in support of CAC G-7s EW requi rements. All responses will be considered and must include proof of the ability to provide analyst support to CAC G-7 at the sites specified, including performance information and references on the contractors abilities. The response should also provide GSA schedu le information, contract labor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractor s must be regist ered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 6 APR 05. All appropriately supported responses will be provided the RFP and SOW for prepara tion and submission of a proposal.
