Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1) with Janis Research Company, Inc. for the purchase of a Two-Stage Adiabatic Demagnetization Refrigerator (ADR). The ADR must be compatible with the four existing units that NIST uses for the Cryogenic Sensors Project with the following specifications: 1. The unit should consist of conductively cooled superconducting solenoid, surrounding magnetic shield, mechanical suspension for salt pills, salt pills, a diode thermometer mounted on the magnetic shield, and metal cold stages that provide experimental access to the pills. NIST will supply heat switch components and 50 mK thermometry. 2. ADR must cool from 4.2 K to below 50 mK. 3. The hold time below 100 mK must exceed 48 hours. 4. A design with two salt pills connected mechanically and thermally in series is strongly preferred. 5. The current required to drive the magnet through the magnetization/demagnetization cycle should be less than 10 Amps. 6. The metal cold stages that provide access to the salt pills should contain lengths of 0.25? diameter copper rod so that existing sample mounts can be attached. 7. The dimensions of the superconducting solenoid and its surrounding magnetic shield should exactly match the dimensions of NIST?s existing Janis ADR units so that these can be used interchangeably. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Based on our market research, Janis Research Company, Inc. is the only vendor who can meet the requirements of this procurement. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
