Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS intends to negotiate with the University of Washington, Applied Science Center, Polar Science Center, Seattle Washington, on a sole source basis in accordance with the authority of 41 U.S. c.253 (c)(1) only one responsible source. This acquisition is for coordination and data management of the International Arctic Buoy Program under the United States Interagency Arctic Buoy Program (USIABP). The Joint Institute for the Study of the Atmosphere and Ocean (JISAO) was established to foster collaboration between NOAA and the University of Washington. The University has served to promote collaboration between NOAA/PMEL scientists involved in the Equatorial Pacific Ocean Climate Studies. The physical research utilizes the semispectral primitive equation model, suitable modified with respect to mixing terms and boundary conditions, and supplemented by analytical calculations. These buoys are used in situ observations of ice thickness to fully understand the changes in the Arctic climate system. In 2004 the USIABP began deploying Ice Mass Balance buoys manufactured by the Cold Regions Research and Environmental Laboratory. The new buoys measure sea level pressure, surface air temperature, ice thickness and temperatures, and snow depth. From these measurements, it is estimated a number of other geophysical quantities such as ocean surface heat flux and heat storage The additional data set contributes to the NASA mission of modeling, analysis and prediction of climate variability and change. In situ ice thickness measurements can also provide valuable validation information for NASA?s new Ice Cloud, and land Elevation Satellite. NOAA will provide funding for the Arctic Buoy program and the purchase of 5 ICEXAIOR & AWI buoys as required to maintain the International Arctic Buoy Program. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies
