- In accordance with the procedures specified in the revised OMB Circular A-76, May 29, 2003, this notice represents the formal public announcement and official end date of a Streamlined Competition of the logistics functions performed at Fort Benning and Robins, AFB, GA. This Streamlined Competition indicates private sector performance may be more cost effective. The decision to convert to contract performance is pending receipt of private sector offers in response to a solicitation. DoDEA will perform a Standard Competition where a solicitation will be issued to solicit private sector offers. This solicitation process will take approximately 6-9 months. The current organization and government employees will remain in-place to perform these functions until that time. The Department of Defense Competitive Sourcing Official (CSO) is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official (CCSO) is Dr. Joseph Tafoya, Director, DoDEA. POC for questions is Monica E.
