- ?This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. Please feel free to use either site to access information posted by the NSWC Division Crane.? MARKET SURVEY ? SOURCES SOUGHT SYNOPSIS: Naval Surface Warfare Center Crane Division is looking for companies with the capabilities and facilities to provide COTS, NDI, or near NDI component technologies that can be incorporated into an Stabilized Remote Weapon Station (SRWS). The United States Special Operations Command intends to apply for approval of a Foreign Comparative Testing (FCT) project (http://cto.acqcenter.com/dac/bids/nsf) and/or Defense Acquisition Challenge (DAC) project to evaluate candidate items. The government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. Further, based on the results of testing, the government may procure and field the SRWS to meet military operational needs. The SRWS must be capable of mounting the General Dynamics' Advanced Lightweight Grenade Launcher (ALGL) MK47 MOD 0 40mm machine gun, with secondary applications to mount the M2 .50 caliber machine gun and M2! 40 7.62mm machine gun using adapters. The deliverables will be 1/EA SRWS for Government test and evaluation. The successful contractor will provide engineering support during demonstration, testing, and user evaluation. A detailed schedule for the efforts listed above shall be developed between the contractor in coordination with General Dynamics Armaments & Technical Products, and the Government. The SRWS shall be portable, stabilized, auto-tracking, day/night effective, remote operated weapons station that interfaces with the MK47 and other specific small arms weapons/mounts. The SRWS shall use an industry standard interface for communication with subsystem components. The SRWS shall be operated by a stand alone contractor furnished control station that can be severed for control by other government integrated system controllers by means of duplicating the message traffic information created by the stand alone control station. The SRWS shall be rugged, highly reliable, cor! rosion resistant and capable of being maintained and operated by one person. Each SRWS shall contain the following items: (a) Stabilized, environmentally sound mount enclosure, (b) Weapon interface medium, (c) Auto-tracking capability, (d) Weapons sighting system, (e) Control station, (f) Necessary cabling for power and remote control functionality and (g) Ammunition stowage container provisions. The following Key Performance Parameters must be met: 1) Ballistic Solutions - Upon lazing a target, the SRWS Fire Control Solution's (FCS) Laser Range Finder will provide a ballistic target solution for the ALGL operator. The FCS system will allow the operator to keep the target in the SRWS FCS's field of view and, when necessary, super-elevate the weapon (in elevation) so the operator can quickly place the ballistic solution on the target image. The SRWS FCS will also calculate and display the weapons bearing azimuth. The SRWS FCS will provide ballistic solutions for all ammuni! tion qualified for use in the ALGL. 2) Stabilization - The SRWS shall be able to stabilize its weapon in two of the three angular rotation motion axes. 3) Control Output Compatibility - Contractor must use industry standard interface communications such as RS-232, RS-422, RS-485 or Ethernet. If other formats are used, contractor must be willing to provide all information necessary for interface networking. Contractor must be willing to provide all information protocols to the government for their internal use. 4) Sighting System - The SRWS shall utilize an On-Mount FLIR/Day Camera arrangement with sufficient fields of view and range capabilities for the respective weapon employed on the system to be of use to the SRWS Operator. The SRWS will incorporate a laser range finder that ranges targets with +/- 5 meters of accuracy at ranges of 40-3800 meters. 5) Weapon - SRWS must interface directly with the MK47 MOD0. The mount must be capable of sustaining normal operation w! hile weapon is functioning. Responsive vendors should have extensive experience with weapon systems integration and the design of military weapon mounts, electronic circuits, ballistic protection/shields for function in the Special Operation Forces environment and also have capabilities including all equipment and test ranges to measure firing loads to adapt the current commercial mount to full functionality with the MK47, M2 and M240 machine guns. The vendor must also have a license from Nordic Ammunition Company, Raufoss, Norway (NAMMO AS) to use their proprietary MK438 fuze technology allowing them to transmit the signal to the MK285 cartridge. Responses are requested from suppliers who can provide working hardware ready for test and demonstration purposes on or about 20 NOV 2005. Responses to this market survey are due on or before 5 April 2005, and must include a product description with performance parameters and a statement regarding current availability, indication o! f the technology readiness level or maturity of the technology, summary of prior testing, test reports, summary of logistic and maintenance requirements and an estimated cost for the price of test articles and production units.
