- Amendment 1 to solicitation is issued as follows: (1) Government?s reply to contractor?s questions regarding the solicitation. Question 1: Will GPO provide the contractor with unedited drafts of the yearly reports, or will the contractor receive a variety of background information to be distilled into a single clear, cohesive report? Answer 1: The second is correct. The Contractor will receive a variety of data to be distilled. Question 1: How can the contractor access Applicable Documents b, c, and d to determine the level of effort the formatting will require? Answer 2: All of the Applicable Documents are unclassified and can be sent to anyone you (Maria) designate. Document A is only available in hardcopy, while Documents b, c, and d are digital and can be put on CD. I submit that no one needs more that one or two of the documents, such as Documents c and d, in order to make an intelligent assessment of our requirements. Unless you have a web-site or server where we can put these for ready access, I suggest that you offer to send the last two on CD to any who request them and to state that Documents a and b are physically available at the Geothermal Program Office, China Lake, CA for review. Question 2: --Will the contractor receive the data as raw data that will be developed into charts and graphs, or will the charts and graphs be provided? Answer 2: The Contractor will be responsible for presentation of the data. As described in the SOW, the Contractor is directed to use Applicable Document letter d as an organizational template. Question 3: --Will the completed reports contain an index, as well as a table of contents? Answer 3: As described in the SOW, the Contractor is directed to use Applicable Document letter d as an organizational template. Question 4: --Will the photos be provided electronically, as hard copy for scanning, or both? Answer 4: All photos are digital - jpg format. Question 5: --How many pages will the final yearly reports be? Answer 5: How many pages will the Contractor require to properly present his review and evaluation of the data? Again, as described in the SOW, the Contractor is directed to use Applicable Document ?d? as an organizational template. Question 6: --Will the reports be printed? Photocopied? Posted on a web site? Answer 6: As noted in Section 3.5 of the SOW, for each reporting year the Contractor shall provide the Government with one (1) paper and one (1) digital copy of the draft final FY04 Report to the GPO (through the COR) for review and comment and then one (1) paper copy and one (1) copy on CD of the final version of the Report in MS Word format compatible with standard PC platforms. Question 7: --Without more detailed information on these questions, providing a firms, fixed price for each yearly report will be very difficult. Will an hourly rate suffice in addressing the cost of completing the specified tasks? Answer 7: No, an hourly rate will not suffice. I know we can't term this effort a "follow-on contract", but the work completed last year by Contract N68936-03-P-0747 was done as FFP and the other six unsuccessful quoters from that solicitation were also able to propose with a Firm Fixed Price quote. (2) Instructions to contractor when submitting quotes, as broken down by tasks in accordance with the SOW by Contract Line Item Numbers (CLIN) and by Sub CLIN. The required tasks to the Base Year, 1st Option, 2nd Option, 3rd Option consist of the following line items: (Provide your quoted price to the following Sub Contract Line Item Numbers only). Contract Line Item Number (CLIN) 0001 is for Base Year of FY 04 Report (Section 3.1), Sub CLIN 0001AA is for Data Evaluation (Section 3.1.1), Sub CLIN 0001AB is for Analysis (Section 3.1.2), Sub CLIN 0001AC is for Presentation (Section 3.1.3), Sub CLIN 0001AD is for Preparation (Section 3.1.4). CLIN 0002 is for Base Year of FY 05 Report (Section 3.2), Sub CLIN 0002AA is for Data Evaluation (Section 3.2.1), Sub CLIN 0002AB is for Analysis (Section 3.2.2), Sub CLIN 0002AC is for Presentation (Section 3.2.3), Sub CLIN 0002AD is for Preparation (Section 3.2.4), Sub CLIN 0002AE is for Project Management (Section 3.4). CLIN 0003 is for Option Year One FY 06 Report (Section 3.3), Sub CLIN 0003AA is for Data Evaluation (Section 3.3.1), Sub CLIN 0003AB is for Analysis (Section 3.3.2), Sub CLIN 0003AC is for Presentation (Section 3.3.3), Sub CLIN 0003AD is for Preparation (Section 3.3.4), and Sub CLIN 0003AE is for Project Management (Section 3.4). CLIN 0004 is for Option Year Two - FY 06 Report (Section 3.3), Sub CLIN 0004AA is for Data Evaluation (Section 3.3.1), Sub CLIN 0004AB is for Analysis (Section 3.3.2), Sub CLIN 0004AC is for Presentation (Section 3.3.3), Sub CLIN is for 0004AD is for Preparation (Section 3.3.4), and Sub CLIN 0004AE is for Project Management (Section 3.4). CLIN 0005 is for Option Year Three - FY 06 Report (Section 3.3), Sub CLIN 0005AA is for Data Evaluation (Section 3.3.1), Sub CLIN 0005AB is for Analysis (Section 3.3.2), Sub CLIN 0005AC is for Presentation (Section 3.3.3), Sub CLIN 0005AD is for Preparation (Section 3.3.4), and Sub CLIN 0005AE is for Project Management (Section 3.4). (3) Extend the closing date of submitting quote from 25 March 2005 to 31 March 2005. (4) Closing date for submitting contractor?s solicitation questions is 1630 PST 25 March 2005. The government will not reply to contractor?s questions that is past the stated closing date. (5) All other terms and conditions remains unchanged.
