- COMBINED SYNOPSIS/SOLICITATION FOR 60 RENTAL GOLF CARTS Solicitation Number: FA4803-05-QA091 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4803-05-QA091 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-01, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20050222 and Air Force Acquisition Circular (AFAC) 2005-0209. For informational purposes the North American Industry Classification System code is 532292 Rental Golf Cart Service and the size standard is $6 million. This acquisition is publicized as a 100% small business set - aside. This is a firm-fixed price procurement and will be procured using commercial item procedures and award selection will be based on best value. Due to quantity requirements, the government reserves the right to make multiple awards in any combination that is most advantageous to the government. Requirement is for: twenty-two (22) utility carts and thirty-eight (38) four seat golf carts for the transportation of personnel at Shawfest (Shaw AFB, Sumter, SC 29152) on 23 April 2005 between the hours of 5:30am through 11:00 pm EST. All carts must be in good mechanical order and have no safety discrepancies. Gas powered carts are preferred, however in the event of receiving electric powered carts, the contractor shall list charge life, and provide the charger unit. Contractor is responsible for transportation of the carts to and from the Air show (Shaw AFB, SC). Contract will consist of two contract line item numbers (CLIN 0001 Utility Carts and CLIN 0002 Four Seat Carts). Terms of the contractor delivery and pickup dates are as follows: ?On 21 April 2005, twenty-two (22) utility carts and thirty-eight (38) four seat golf carts will be delivered by 12:00pm? and ?picked up on 23 April 2005 after the Air show.? (The AF retains the right to release the carts at an earlier time with no additional cost.) The following FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; The RFQ should be submitted and shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Signed quotes must indicate Contract Line Item Number (CLIN), quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items - the award evaluation will be in accordance with FAR 13.106 and will be based on price and other factors most advantageous to the government. The government reserves the right to make multiple awards for any combination of items that are most advantageous to the government (price, #of units available, past performance). All quotes shall be marked with the Request for Quotation Number, Date and Time. Facsimile Proposals will be accepted. NOTE: ALL OFFERORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) BEFORE BEING CONSIDERED FOR AWARD. As prescribed in 11.404(a)(2), insert the following clause: Time of Delivery (Jun 1997) (a) The Government requires delivery to be made according to the following schedule: REQUIRED DELIVERY SCHEDULE Requirement is for a total of twenty-two (22) utility carts and thirty-eight (38) four-seat golf carts, to be dropped off no later than 12:00pm on 21 April 2005. Pick up of all (60) carts will take place on 24 Apr 2005 no later than 12:00 pm. All (60) vehicles will be delivered to and picked up by the contractor at the same address, Shaw AFB, Sumter, SC 29152. ITEM NO. QUANTITY ON OR BEFORE Utility Carts 22 21 April 2005 / 12:00pm Four seat golf carts 38 21 April 2005 / 12:00pm The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply. OFFEROR'S PROPOSED DELIVERY SCHEDULE ITEM NO. QUANTITY ON OR BEFORE (b) The delivery dates or specific periods above are based on the assumption that the Government will make award by 31 March 2005. Each delivery date in the delivery schedule above will be extended by the number of calendar days after the above date that the contract is in fact awarded. Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails.
