Description

The Department of the Treasury, Financial Management Service (FMS), 401 14th Street, SW, Washington, DC 20227, intends to award a sole source contract, utilizing commercial item simplified acquisition procedures, to Sterling Commerce, Inc., 12355 Sunrise Valley Drive Suite, 370, Reston, VA 20191 for specialized, proprietary file transfer software (CONNECT: DIRECT) including maintenance support for licenses currently owned, upgrades to the existing system, and revisions for related software. FMS is planning a five year contract, a six month base period and four twelve (12) month option periods. The anticipated start date is April 2005. Connect Direct is a legacy application which has been in use at FMS since 1994. It is used for the secure transfer of files, between customer agencies and FMS. ConnectDirect runs across FMS’ Enterprise platform, including mainframe, mid-tier, network servers, and desktop applications. Numerous applications have been built around it including STARS, GWAC (Government Wide Accounting), and Debt Management Service as well as the Treasury Offset Program. It is now considered an integral part of the FMS software infrastructure. This is a notice of intent for a commercial item prepared in accordance with the information FAR Subpart 12.6, a supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) is 541513. All qualified business who can provide the services requested above may request a copy of the solicitation. The solicitation will either be a combined synopsis solicitation or RFP, which may be processed in on or about 18 Feb 2005.
