- NASA/LaRC has a requirement for services and equipment to develop and install an automatic fiber alignment upgrade to an existing NASA Owned Picometrix QA1000 Terahertz Non-Destructive Evaluation System. The purpose of this effort is to engineer changes to the QA1000 laser bay to increase laser to grating dispersion compensation (GDC) stability, to add automated GDC alignment functionality and automated power adjustment with in situ power stabilization. Tasks include: 1. Design and build laser bay framework such that the laser and GDC are fixed to the same base. 2. Re-engineer GDC to increase component stability for automation. 3. Design and build pickoff, quad detector and 2-axiz picomotors for automated GDC alignment utilizing beam position feedback. 4. Design and build attenuation control to GDC for automated power adjustment. 5. Design and build electronics package (controllers, power supply, etc.) to support automation elements. 6. Design and build computer hardware interface. 7. Design Software: a. Integrate automated alignment capability that includes initialization sequence, user interface with error messages and other information and manual override. b. Integrate automated power adjustment that includes absolute readings, user interface, in situ power monitoring and adjustment capability and manual override. c. Interface is to be fully automated. 8. Install new components into QA1000 system at Picometrix. 9. Verify temperature and vibration stability. 10. Ship upgraded QA1000 to LaRC and install and train personnel on site. Preliminary Specifications: Stability increase: To be determined. Alignment increments: 0.5o Power stability: ? 10 mW. NASA/LaRC intends to purchase the items from Picometrix, Inc. as the only known source who can meet the agency's requirement. The required upgrade can only be performed by Picometrix as the original equipment manufacturer. Authority for the Justification for Other Than Full and Open Competition is provided by FAR 6.302-1(a)(2) and FAR 13.5 Test Program for Certain Commercial Items (PL 104-106, Section 4202 of the Clinger-Cohen Act of 1996 as amended by PL 108-136, Section 1443 of the FY 2004 National Defense Authorization Act). The Government intends to acquire a commercial item using FAR Part 12. This acquisition is being conducting under FAR 13.5 provisions. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 29, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
