Description
NASA/Kennedy Space Center (KSC) has a requirement for Satellite Tool Kit (STK) Software. KSC, Launch Services Program, intends to use this Satellite Tool Kit to perform spacecraft and launch vehicle radio frequency (RF) link analyses and visualize the performance of launch vehicle communication systems during flight. NASA/KSC intends to purchase the item(s) from Analytical Graphics Inc. (AGI), (Attn: John O?Brien), 220 Valley Creek Blvd., Exton, PA 19341-2380, email: jobrien@agi.com. This sole source procurement is entered into under the authority of 10 U.S.C. 2304(c)(1), only one responsible source, and no other supplies will satisfy agency requirements. AGI, a small business, is the only manufacturer of this item. Satellite Tool Kit (STK)? is a highly sophisticated suite of software products that provides the capability to interactively analyze aerospace (space based and ground based) systems through both tabular data and graphical displays. It allows the user to analyze launch vehicle trajectories, satellite positions, antenna pointing angles, access times, sensor field of view coverage, radar quality, communication link quality, close approaches, and hundreds of other functions. NASA Kennedy Space Center will be using this extensive set of capabilities for launch services mission analysis and visualization. No other suppliers combine orbital mechanics and communications analysis tools in the same software product. Any other software package would require a time-consuming and expensive modification to be suitable for intended NASA use. Several technical groups at KSC use STK and purchase of the same software package allows for data exchange between these users. Any other package would be incompatible and make this exchange impossible without significant data translation. STK is produced and distributed exclusively by Analytical Graphics, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 3/25/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
