Description
Subject to final approval, the Bureau of the Public Debt, Administrative Resource Center, on behalf of The Armed Forces Retirement Home-Washington D.C. intends to award a sole source contract to Simplex Grinnell LP for fire alarm system upgrade. The upgrade and modification of the existing fire alarm system shall require the installation of a fiber optic network loop from the Main Security Building to the Scott Building and to the Sheridan Building. The fiber will be ran through the tunnels in new flex pipe to be installed. There will be a new voice panel installed in the new Security Building, which will be the master for all audio controls to buildings, which are compatible. Anew 4100U voice fire alarm system will replace the existing 2001 panel currently in the Scott Building. Both the new voice and the Scott?s voice panel will be tied into the campus network. Upon completion of this project the main Security Building will be able to page or send selected messages to the Scott and Sheridan Buildings. The suite of sensor devices throughout the campus require Simplex 4100 system compatibility. Anything less than Simplex 4100 compliant would have to be a stand alone system requiring stand alone panels, displays, sensors, dedicated cable runs to Security, dedicated spare parts on hand, and extra personal computer/monitor set-ups. This upgrade requires the installation of equipment and electronic cards within the existing Simplex Fire Alarm System which are proprietary to Simplex and deemed to be available only from the original source. NO SOLICITATION DOCUMENT IS AVAILABLE. Public Debt will consider all affirmative responses received no later than April 5, 2005. Affirmative responses shall reference AFRW-73400-05-0015 and shall be accompanied by sufficient documentation to clearly show the ability to provide the required services or functional equivalent at terms more advantageous to the Government. Requests for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, a sole-source purchase order award will be made to Simplex Grinnell LP, 9585 Snowden River Pkway, Columbia, Md 21046.
