- The Naval Surface Warfare Center, Panama City, Florida intends to issue a sole source purchase order to Haskel International, 100 E. Graham Place, Burbank, California for the procurement of assorted parts to support the Rapid Deployable Oxygen Transfer Pump System (RDOTPS). This equipment and components are only available from Haskel International for the following reasons. The items being procured are for charging oxygen, helium/oxygen mixtures, or oxygen enriched nitrogen mixtures. The system is adaptable to multiple underwater breathing apparatus or military free-fall, high-altitude, low-opening bail out bottles. The equipment being procured from Haskel International is the only equipment of this type that is on the ?Approved For Navy Use (ANU)? list for RDOTPS that are deployed on U.S. Navy ships. Only those articles, which have been successfully tested, are qualified. The objective of this process is to verify that the system provides acceptable levels of safety and mission critical support throughout the system specific operating range. The intent of the process is to provi! de maximum reasonable assurance that the mission can be completed and an accident will not occur.
