Description
The National Oceanic and Atmospheric Administration, National Marine Fisheries Services, Office of Protected Resources intends to negotiate on a sole source basis with the National Aquarium in Baltimore, Maryland for the development of the second edition of the Marine Mammals Ashore: A Field Guide for Strandings. The revised edition will add information relevant to current needs of network participants in North America. Secondary objectives are to make this version more relevant to an international audience by adding information of broader interest and, through international distribution, further encourage standardized methods of data and sample collection and cooperative investigation of events that cross national boundaries. Based on prior market research conducted, the National Aquarium in Baltimore has been identified as the only source based on copyright of the first edition and prior agreements. Also the National Aquarium holds the unique combination of experience, skills, and abilities to develop a revised edition of this field guide required by the Office of Protected Resources. Notwithstanding the Government?s intent to negotiate this requirement on a sole source basis with the National Aquarium in Baltimore, under the authority of 41 USC253(c)(1), responsible sources may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received by the Contracting Office by April 6, 2005. Responses may be faxed to (301) 713-0808 or e-mailed to sandra.shaffner@noaa.gov. Submissions will be reviewed by government personnel. If the decision is made to negotiate with solely the named firm, no further announcement will be made prior to award. See Note 22.
