Description
This is a Sources Sought Synopsis. The Defense Logistics Agency (DLA) is seeking an Expression of Interest (EOI) from prospective contractors or other concerned individuals or organizations who may be interested in participating in the A-76 Study for the installation support services at the Defense Distribution Depot Susquehanna, Pennsylvania (DDSP) guided by the Office of Management and Budget (OMB) Circular No. A-76. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any other purpose. The DLA is a U.S. Department of Defense (DoD) agency that provides focused logistics support to America?s Armed Forces around the world. DDSP is the eastern DLA Strategic Distribution Platform, with facilities at New Cumberland and Mechanicsburg, Pennsylvania providing military and commercial repair parts, clothing and textiles, medical supplies and industrial and electronic components to military customers throughout the United States and the world. DDSP is home to the largest distribution facility in DoD - the Eastern Distribution Center, located at New Cumberland, PA. DDSP is also the host for the New Cumberland installation and is responsible for the day-to-day operations and maintenance of the small city within its gates. The installation support services include facilities and housing maintenance; refuse and miscellaneous services; operations and maintenance of utilities systems; operations and repair of HVAC and mechanical systems, grounds, material handling equipment (MHE) and vehicle; and major accident and natural disaster response. The service provider will be required to provide the leadership and management expertise necessary and appropriate to manage and to accomplish all functions contained in the Performance Work Statement (PWS). DDSP operates a campus in Mechanicsburg and New Cumberland and is the largest Department of Defense wholesale distribution depot in the United States. DDSP is the eastern DLA Primary Distribution Site with its administrative headquarters, the Defense Distribution Center (DDC), located in Fairview Township at New Cumberland, PA. The installation encompasses 851 acres along the Susquehanna River in New Cumberland, Pennsylvania about 5 miles south of Harrisburg. The depot is bordered by the Susquehanna River to the north and east, the Pennsylvania Turnpike to the south, the Capital City Airport to the north and west, and a residential community to the west. Facilities within the installation include over 200 buildings, 26 miles of road, and 18 miles of railroad. The annual baseline cost is approximately $ 13 million. DLA will issue a draft Request for Proposals (RFP) for this acquisition on June 6, 2005. The NAICS code for this action is 561210 and the small business size standard is total annual receipts of less than $30 million. DLA?s competitive sourcing process will examine the financial impact of providing the services in-house or by contract. The examination is conducted in accordance with the Office of Management and Budget (0MB) Circular No. A-76. The A-76 guidelines encourage competition and provide a level playing field between public and private offerors. This website will be the principal distribution medium for notices, changes, questions, or any other pertinent information related to the RFP. It is strongly advised that interested offerors check this website frequently for updates.
