- MEMORANDUM FOR: PROSPECTIVE OFFERORS FROM: 36th Contracting Squadron Unit 14040, Building 17000 APO AP 96543 SUBJECT: Capability Statement ? Prepaid Wireless (Cellular) and Prepaid Long Distance Cellular Telephone Cards 1. The US Air Force is searching the market for information on prepaid wireless (cellular) and prepaid long distance cellular telephone cards for use at Andersen AFB, Guam. We are requesting information to determine the market capability and whether this capability will suit our needs. All responses to this notice are voluntary. We will not make reimbursement for any costs associated with providing information in response to this notice. There is no solicitation document at this time. 2. The 36th Contracting Squadron is seeking information in the form of capability statements from interested parties who have the necessary expertise to provide the prepaid cards mentioned above. Interested parties must provide responses to the items listed below. The documentation to be submitted in response to this notice may also include any similar contracts (either government or with private companies) your firm has entered into, references, and any other information that relates to prepaid wireless cellular telephone cards: a. Source information, including company name, address, telephone number, point of contact, contact e-mail address, web page address, your North American Industry Classification System Code and evidence of your registration in the Contractor Central Registry. b. Everything your firm offers or will be able to offer in prepaid wireless (cellular) and Prepaid long distance cellular telephone cards; c. Details of the dollar values on the cards you currently offer (or will be able to offer); d. The rate (number of minutes or range of minutes) per dollar value of a particular card and the price per minute of each dollar value card; e. Any factors that affect the number of minutes a user could expect to receive from a particular dollar value card; f. Description of problems encountered in providing and using prepaid wireless (cellular) and prepaid long cellular telephone cards; g. Details on how to take advantage of roll-over minutes; h. The impact, if any, of the Federal Communications Commision ruling on number portability; i. Since we currently have our own inventory of cellular telephones, explain/discuss (I) whether we will have to obtain new numbers when adapting our cellular telephones to prepaid; (II) the costs, if any, associated with this adaptation; (III) the process of adaptation j. Unique business practices utilized. 3. Please submit your written capability statement to either eddie.franklin@andersen.af.mil or joseph.magbitang@andersen.af.mil by March 24th, 2005. The information you provide may be used in formulating any potential solicitation.
