Description

The Naval Facilities Engineering Command, Southern Division is currently seeking potential sources for a one-phase source selection construction solicitation for the construction of a new Portland Cement Concrete Taxiway approximately 310 feet long at Marine Corps Air Station, Beaufort, SC. The 2002 NAICS Code for the proposed acquisition is 237990, Other Heavy & Civil Engineering Construction, and the small business size standard is $23 Million. The Federal Supply Code is Y124, Construction of facilities/airport runways. Under FAR guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with his or her own employees. Proposals will be evaluated using a one-phase source selection procedure that will result in award of a firm-fixed price construction contract to the responsible proposer whose proposal, conforming to the solicitation, is the BEST VALUE to the Government, price and technical factors considered. The proposers will be required to submit technical and price proposals for the project. The proposed project will consist of a one-phase source selection construction solicitation for the construction of a new Portland Cement Concrete taxiway approximately 310 feet long. This new taxiway will connect an existing taxiway to an existing aircraft-parking apron and will be utilized by large multi-engine military aircraft. Work related to the project includes site demolition, earthwork, asphalt and concrete airfield paving, airfield markings, airfield lighting, and incidental related work. The work is located at Marine Corps Air Station, Beaufort, South Carolina. The estimated cost of this acquisition is between $500,000.00 and $600,000.00. The estimated construction duration is 60 days. It is the Government’s intention to issue the synopsis and eventually the solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading. Prospective offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments; therefore it is the offeror’s responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. The contract type will be a firm fixed price construction. This is a negotiated source selection procurement that consists of the submission of price and technical proposals. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
