- NASA/GSFC has a requirement to LEASE TO OWN a Scanning Electron Microscope (SEM). The SEM specifications and requirements are linked above or may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. This solicitation will be awarded as a LEASE TO OWN contract. The lease period will be 5-years, effective on the date installation of the SEM is completed. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than April 4, 2005. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B". Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2005), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: See attached model contract for contract requirements, terms, and conditions. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award will be in accordance with FAR 52.212-2 (JAN 1999) with the following evaluation factors: (1) Technical - The quality of the instrument will be evaluated by considering the proposal's compliance with the SEM Performance Specifications and Requirements (Attachment A.). The proposals must include sufficient material, such as narrative of technical ability, brochures, etc., to permit the government to determine that the proposal meets the requirements. Any specific variances must be addressed by the proposer with respect to how the proposers' proposal provides alternative equivalence. Failure of a proposer to demonstrate how the alternative will properly meet the requirements shall render the proposal ineligible for further consideration. The proposer should address the ability to deliver the instrument within 3 ? 6 months of contract award. (2) Price - The price will be evaluated based on the proposed yearly lease price. In addition, the Government will consider the reasonableness of the proposed "To Own Price". Award will be made to the lowest priced proposal which meets the SEM specifications. ADDITIONAL INSTRUCTIONS Offerors must complete the Price Chart, which will be included in the model contract as Attachment B. Offerors must include completed copies of the provision at 52.212-3 (JAN 2005) Alternate I (APR 2002) , Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc . These representations and certifications will be incorporated by reference in any resultant contract. Offers for the items(s) described above are due by 5:00 p.m., local eastern standard time, Monday, April 18, 2005 to NASA/Goddard Space Flight Center, and must include, solicitation number, standard commercial lease terms, early lease termination costs, installation costs, maintenance/service agreements, FOB destination to this Center, proposed delivery schedule, subcontracting plan (if large business), discount/payment terms, extended warranty duration (if purchased), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. This RFQ does not commit NASA/GSFC to pay any proposal preparation costs, nor does it obligate NASA/GSFC to procure or contract for these supplies. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this solicitation.
