- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The following is an amendment 0001 to synopsis N00178-05-Q-1116 for commercial items prepared in accordance with Simplified Acquisition Procedures, and supplemental information included in this notice. The quotation number is N00178-05-Q-1116 and is a request for quotation. This announcement constitutes the only quotation being issued. A written quotation will not be issued. All interested parties shall indicate their interest and capability with their fax quote at (540) 653-7088 or email XDS11@! nswc.navy.mil and shall be considered by Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren VA 22448-5100. All offerors must be advised that they must be active in the Central Contractor Registration database at http://www.ccr.gov before award can be made. The Government intends to procure, on a small business set-aside basis, rather than a sole source basis the following; Qty 5 (five) Multi-Mode Low Power Telemetry Transmitters, meeting the following specifications: C.1 Item Description: The contractor shall provide a miniature telemetry transmitter, approximately 6 cubic inches in size, for the purpose of modulating pulse code modulation (PCM) telemetry data onto an S band RF carrier in multiple modulation formats. The transmitter shall support multiple user selectable modulation modes including frequency modulation (FM) and shaped offset quadrature phase shift keying (SOQPSK) modulation. C.2 PCM Digital Data Inputs: The transmit! ter shall accept PCM digital data and a zero phase degree clock as inputs for modulation. The digital data and clock inputs shall be at transistor transistor level (TTL) single ended voltages. The input impedance of both the data and clock signals shall be 75 ohms. Digital data and clock inputs shall be accepted on a micro D metal (MDM) style connector with socket style contacts. The transmitter shall provide a user selectable option, via an RS-232C link, to 15 bit randomize the PCM data stream prior to modulation in accordance with IRIG 106 requirements. C.3 RF Modulation Formats: The transmitter shall support FM modulation of the PCM data stream onto an RF carrier at data rates between 200 Kilobits per second and 10 Megabits/second. The transmitter shall support SOQPSK modulation of the PCM data stream onto an RF carrier at data rates between 1 Megabits per second and 20 Megabits per second. FM and SOQPSK modulation characteristics shall be in accordance with the! requirements of IRIG 106. C.4 RF Carrier Characteristics: The transmitter shall output the RF modulated carrier at user selectable frequencies between 2200 Megahertz and 2389.5 Megahertz. The RF frequencies shall be programmable in a minimum of 0.5 Megahertz steps over the entire range. User selection of RF frequency shall be accomplished via an RS-232C link. The transmitter RF output power shall be a fixed level between 5 and 10 dBm. The transmitter shall provide capability for the user to enable or disable the RF output via an RS-232C link. The transmitter shall provide capability to disable the RF modulation, via an RS-232C link, and output a continuous wave (CW) RF signal. The transmitter RF output connector shall be an SMA female. The transmitter shall no suffer damage or instability when operated into voltage standing wave ratio (VSWR) loads of up to 10:1 at any phase angle. The RF carrier frequency accuracy shall be in accordance with IRIG 106. RF spuriou! s emissions from the transmitter shall be in accordance with IRIG 106-01, paragraph 2.4.6. C.5 Transmitter Remote Control: All user selectable options in the transmitter shall be programmable via an industry standard RS-232C interface. Functions controllable via the RS-232C interface shall include RF Frequency, Modulation Mode, RF Carrier On/Off, Modulation On/Off and Randomization On/Off. The RS-232C input connector shall be an MDM style connector with socket style contacts. C.6 Transmitter Power Requirements: The transmitter shall operate at direct current (DC) voltages between 5.8 volts and 6.5 volts. The transmitter shall no require more than 1.5 amps of current when operated within the specified voltage range. The transmitter power input connector shall be an MDM style connector. C.7 Transmitter Packaging Requirements: The transmitter shall not exceed 2.0 inches by 3.0 inches by 1 inch in size, exclusive of connectors. The transmitter shall not exceed 12 o! unces in weight. The transmitter shall provide 4 mounting holes, which will accept number 6 machine screws, for securing it to another fixture. C.8 Transmitter Environmental Requirements: The transmitter shall operate without degradation at temperatures between 0 and 50 degrees Celsius. The transmitter shall operate in a humidity environment up to 95% condensing across the entire operating temperature band. The transmitter shall operate without degradation in a swept sinusoidal vibration environment from 4 to 50 Hz at a 1.1G peak level. The transmitter shall survive, without damage, MIL-STD-810E random vibration profiles for air, rail, sea and ground transportation while in a non-operational state. The transmitter shall meet the MIL-STD-461E electromagnetic interference (EMI) requirements for sections CE102, CE106, CS101, CS114, CS115, CS116, RE101, RE102, RS101 and RS103. In addition to a quote, each offeror should provide detailed specifications demonstrating tha! t the proposed products offered meet the required specifications. Offerors should also provide past performance and pricing information, which will be evaluated in the source selection. The North American Industry Classification System (NAICS) code is 334220 with a size standard of 750 employees. The contract shall be a firm fixed price order. Delivery shall be made to Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren VA 22448-5100 60 days after receipt of order. FOB Destination Shall apply. Offer is due 24 March 2005 no later than 2 p.m. (local NSWCDD time) to: Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Building 183, First Floor, Room 102, Dahlgren VA 22448-5100 CODE XDS117, with faxed copies acceptable.
