Description
Naval Air Systems Command (NAVAIR) has a requirement for program management services for Program Management, Air, (PMA) 234, EA-6B program office. These services are currently being provided by the United States Naval Reserve (USNR). Currently, the USNR, in conjunction with PMA 234, has initiated a Build Standard Review (BSR) effort to review and correct problems that exist in the processes and procedures used to rebuild J52 engines and their components. The review is eighteen (18) months into a twenty-four (24) month effort. The USNR will no longer be able to provide the services necessary to complete the remaining six (6) months of the BSR. PMA 234 plans to acquire contractor support services (CSS) for the remaining six (6) months from Triton Corporation. Services will be provided at NAVAIR Depot (NADEP) Jacksonville, Florida. Triton Corporation is the only company with the in-depth knowledge of the J52 engine, the functioning of the NADEP Jacksonville rework process and the detailed understanding of the BSR effort that can provide the services in the needed timeframe. Triton has previous experience in leading the BSR effort. The period of performance for this requirement will be six (6) months from date of award. The justification for sole source for the small purchase is made in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. Offerors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any questions regarding this synopsis should be sent via e-mail to Christy.Schumacher@navy.mil before 2:00p.m. 14 March 2005 at 2:00p.m. See Numbered Note 22.
