- The Department of the Navy, Naval Air Systems Command, Naval Air Warfare Center Aircraft Division, Special Communications Requirements Division (Code 4.5.11), is seeking information regarding Video Image Enhancement Techniques for protection of U.S. Navy facilities. Video images produced in support of U.S. Navy facilities are often the result of inferior equipment or inadequate recording conditions. Poor video recording conditions include low light level, out-of-focus lens, and motion blur. New video enhancement algorithms and processes that produce final video of evidentiary quality can compensate for these defects. Commercially available tools to perform this work are being sought. Ease of use of these tools is an important consideration. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST FOR INFORMATION FROM INDUSTRY THAT WILL ALLOW THE GOVERNMENT TO IDENTIFY INTERESTED SOURCES CAPABLE OF MEETING THE REQUIREMENT. The information sought herein is for informational purposes only and shall not be construed as a request for proposal (RFP), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the sources sought notice. THIS IS NOT A REQUEST FOR PROPOSAL. The Government does not intend to award a contract on the basis of this synopsis, or otherwise pay for any information submitted by respondents to this synopsis. Interested parties are requested to submit a capabilities statement that is no more than 15 pages in length and demonstrates their ability to provide the systems listed above. Companies replying to this synopsis should also provide a completed Standard Form 328, as security clearances for the companies and personnel may be required for participation in any effort stemming from this sources sought notice. The 15-page capabilities statement should address, at a minimum, the following: (a) prior/current corporate experience in providing similar systems within the last three years including contract number, organization supported, technical point of contact information, and contract value; (b) company profile to include number of employees, annual revenue history, office locations, DUNs number, Cage Code; and complete responses to the following specific questions: (1) Is the hardware and/or software designed and manufactured in-house? (2) Is your product written in a standard or a proprietary language: If standard, which one? (3) Can your company furnish reliability data? (4) Is the proposed equipment developmental or commercially available? (5) Will your company provide installation and technical manuals for review? (6) Per the basic description above, can your equipment presently meet each of the needs listed? All data received in response to this synopsis, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. If there is a GSA or other contract vehicle already available for the technology being proposed, please include this information in the response. Responses shall be submitted electronically (Microsoft Word for Office 2000 compatible format or PDF) or other written document. Failure to respond to this sources sought notice does not preclude participation in any future associated RFQ that may be issued.
