Description

The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to establish a firm fixed price contract for Core Blood Repository Support Services. The contemplated contract shall be from the date of award for a p eriod of one (1) year (1 June 2005 through 31 May 2006). Contractors are to develop a cord blood repository at the Hawaii Blood Bank allowing for testing, processing and storing of stem cells in the state of Hawaii. The Contractor shall also provide req uirements needed to be accomplished by demonstrating and using the current medical industry standard practices to measure, market, educate, collect, store, provide product database management/ patient matching services, conduct research, and report various findings on patient samples and other related medical, technical and unique cultural aspects relating to cord blood issues effecting the states population. This acquisition will be accomplished as a Commercial service pursuant to FAR part 12 and in acco rdance with FAR 15, contracting by negotiations. The government intends to evaluate proposals and make award the discussions, but reserves the right to award without discussions. If award is made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of proposals (e.g. the relevance of an offeror's past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or cler ical errors. This solicitation is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 621991. Electronic Copy of solicitation W81XWH-05-R-0017 will be available on or about 25 March 2005 on our website ww w.usamraa.army.mil under solicitations. Contractors must be registered in the Central Contractor Registry to receive a contract award from a DoD activity. All prospective offers interested in submitting a proposal on this solicitation must have a commerci al and government entity code (CAGE CODE). Effective 1 January 2005, offerors are required to provide representations and certifications electronically via the BPN website; to update the reps and certs as necessary, but at least annually, to keep them cur rent, accurate and complete.
