Description
NATURE AND SCOPE OF THE ACQUISITION: This acquisition is the first phase in the two step sealed bidding process. The work under this solicitation consists of providing design and manufacture of enhanced filtration unit (EFU) assemblies utilizing mil itary carbon radial flow filters per MIL-PRF-51527A(EA) for installation inside heating, ventilating, and air conditioning (HVAC) air handling unit (AHU) systems. The Government intends to award a $4M base year with four $4M option years task order constru ction contract to the technically and otherwise acceptable HUBZone Certified within the continental United States under NAICS Code 333411 manufacturing company of EFU assemblies with acceptable relevant experience and past performance providing the lowest evaluated price. This solicitation will result in pre-approved contractors. The decision of acceptability will be based on the technical evaluation of proposal submitted in response to the evaluation criteria established for this solicitation. Contracto rs will have to be acceptable in all factors to be determined acceptable. Offerors will submit a technical proposal and will be evaluated on their own merit based upon the technical factors listed herein. The technical proposals shall not include pricing or pricing information. All acceptable contractors will advance to the second phase, step two of the sealed bidding process and receive separate bid packages for the work. A firm-fixed price task order supply contract will be issued. The successful offe ror will be selected based on having submitted a technically acceptable proposal under step one, and the lowest bid price under an Invitation for Bid (IFB) under step two. Each bid in step two shall be based on the offerors own technical proposal. Award will be made to the technically qualified, lowest priced responsive bidder. SECURITY: FOUO Documents: All documents associated with this contract must be labeled For Official Use Only (FOUO). Collection Improvement Act of 1996, effective March 31, 1998 all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Solicitation Number W912DR-05-R-0026 will be available on the U.S. Army Corps of Engineers, Ba ltimore District web site and all interested parties should register for this project. Technical Qualifications: Technical proposals will be evaluated based upon the following factors: A. Contractor Relevant Experience. B. Contractor Past Performance. Factors A and B will be rated acceptable, reasonable susceptible of being made acceptable, or unacceptable. Both factors will be rated and are of equal importance. The USACE-Baltimore District intends to award one Indefinite Delivery/Indefinite Quantity Task Order Supply Contract. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the G overnment chooses to issue this solicitation is the Internet. The solicitation will not be issued in paper. All responsible sources may submit a proposal, which shall be considered by the agency.
