- The Federal Bureau of Prisons - Field Acquisition Office in Grand Prairie, Texas, intends to make a single award for the provision of Advanced Occupational Education Services for the inmate population at the Federal Correctional Institution, Seagoville, Texas. The successful contractor shall provide classroom instruction for Vocational/Technical, Occupational Spanish classes resulting in a certificate and/or students passing a General Education Development (GED) examination, and college credit classes resulting in a college certificate, to Federal Prisoners at the Federal Correctional Institution. The services will include, but are not limited to, a program coordinator, college courses conducted by an on-site instructor, college registration, transcription services, record keeping, appropriate academic counseling, and support. It is estimated that the total enrollment will be equivalent to 25 full time students. Qualified inmates will meet requirements of the contractor and the Federal Bureau of Prisons. The Contracting Officer anticipates awarding a firm-fixed price, indefinite-delivery, requirements type contract. The contract period shall consist of a 12 month base period with four 12 month option periods for renewal. It is estimated for each year that a total of 388 credit hours for college courses and 2080 sessions (session defined as 1 hour) for the Vocational/Technical and Occupational Spanish classes. The solicitation will be available on or about March 22, 2005 and will be distributed solely through the General Services Administration?s Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure you have the most up-to-date information about the acquisition. The anticipated date for receipt of quotes is on or about April 21, 2005. The North American Industry Classification System code for this solicitation is 611210. The solicitation is unrestricted. Faith-Based and Community-Based Organizations have the right to submit offers/quotes equally with other organizations for contracts for which they are eligible. All responsible sources may submit a quote which will be considered.
