- THIS SOLICITATION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation MUST indicate their intention in writing to the Indian Health Service (IHS), 1220 SW 3rd Ave, Room 476, Portland, OR, 97204 or by facsimile to 503/326-7425, for receipt by close of business 04/01/05. Your submission must include the following (1) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (2) your date of HUBZone small business certification; (3) a statement of your bonding capability, including both single and aggregate totals; and (4) a listing of your experience in work of similar type and scope, including contract numbers, project titles, dollar amounts, and the names and phone numbers of points of contact for the contracting entity. This agency will NOT contact respondents for missing data, so it is imperative that you include sufficient detail on all of the above points. Failure to submit complete information will eliminate a Contractor from consideration as an interested bidder for this solicitation. A decision on whether this project will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. THIS PROJECT IS LOCATED on the Quinault Indian Reservation, Grays Harbor County, Washington. The bid schedule includes a base bid plus five (5) options. The bidder must bid on all items to be considered responsible for award. THIS WORK CONSISTS OF improving the wastewater treatment facility on the Quinault Indian Reservation. The anticipated contract will be a firm-fixed price contract. The performance period is approximately 210 calendar days. The estimated PRICE RANGE is between $1,000,000 and $5,000,000. Performance and Payment Bonds are required. Liquidated damages apply. The BUY AMERICAN ACT applies. Indian preference in hiring, suppliers, and subcontractors is required, including meeting Quinault Tribal Ordinances.
