- The Health Resources and Services Administration (HRSA) is conducting a Sources Sought/Market Survey to locate Small Business, HUB-Zone, and/or 8(a) firms under NAICS Code 5416 ($6M) capable of Evaluating the Effectiveness of HRSA Supported Activities. The purpose of the requirement is to assist with analyzing and assessing current and emerging health policy and program issues, develop data systems and evaluate HRSA programs under relatively tight time constraints. The requirement will focus on activities to facilitate high-priority evaluation studies, evaluation and information syntheses, policy and environmental assessments, and performance measurement tools and systems. Task Orders will focus on: 1) determination and strengthening of the capacity for health-related evaluation both within HRSA and among its grantees; or 2) design, development and assessment of health-related evaluation data systems. Potential sources/interested parties shall provide relevant information which specifically demonstrates: 1) the capabilities to conduct national evaluation studies and large scale complex surveys; 2) experience in exploring innovative methodological approaches, manipulating large data sets, collection of data, reduction of non-response, and dealing with item variance estimation for data gathered using complex survey designs; 3) expertise in the subject matter, and experience in dealing in multifaceted issues related to complex survey design, sampling methodology, data collection and technical reporting; 4) staff knowledgeable in all major HRSA programmatic areas, as well as staff knowledgeable in the areas of policy analysis, policy research, program evaluation, evaluability assessment, development and assessment of large data sets, research design and complex large scale survey research; 5) the ability to conduct multiple projects concurrently, complete complex tasks within narrow time spans, assure quality of projects, initiate new orders within two weeks, have sufficient on-board capacity with regard to technical evaluation and research skills; and, 6) have established links with a range of organizations and subcontractors. Interested organizations should submit their capability statements demonstrating the capability to perform this work. Documentation may include both Government and commercial contracts, references (names, telephone numbers and e:mail addresses) and any other information serving to document the organization?s capability. Capable organizations must be able to provide these services under contract over a five year period of time. This is NOT a request for proposals and does not commit the Government to award of a contract now or in the future.
