- This publication serves as notice of intent to procure services for the Department of Commerce, National Oceanic & Atmospheric Administration, National Marine Fisheries Services (NMFS), Southwest Region, on a sole source basis with the Inter-American Tropical Tuna Commission (IATTC) in accordance with the authority of 41 U. S. C. 253 (c)(4) International Agreement. Services required include: (1) Provide observers in the international port from which the purse seine vessels depart, i.e., American Samoa, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Mexico, Peru, and Panama; (2) Maintain the definitive database of fisheries data collected by the Agreement?s On-Board Observer Program; and (3) Recruit and provide training for observers according to the standards set forth in the Agreement. It is the Government?s intent to contract with the IATTC, as the Agreement requires that only observers employed by the IATTC Program or an approved national observer program may provide observer coverage on purse seine vessels operating in the Eastern Tropical Pacific Ocean. IATTC currently is the only known entity capable to provide the services required under the Agreement on International Dolphin Conservation Program (Agreement) as an approved national program under the Agreement. The Government intends to negotiate a firm fixed price contract with a period of performance anticipated to be one (1) base year, with four (4) one-year option periods. This notice represents the only official notice of this solicitation. See Numbered Note 22. NAICS Code is 541710. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. Potential vendors must submit documented proof of being and ?approved national observer program? per the Agreement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.***
