Description
The National Marine Fisheries Service requires a contractor to conduct and oversee the operations and analyses required as part of an ongoing cooperative research survey for young of the year (YOY) Pacific hake and rockfish that began in 1998. The survey area will be from 34? 30' N to 48? N at 30 nm intervals. This survey will be conducted beginning in May 2005 and ending in June 2005, not to exceed 40 days. The survey will begin as early in May as possible by mutual agreement between NMFS and the Contractor. The cruise plan projects 37 days for the survey, including mobilization, survey, vessel intercomparison, transits and demobilization. There will be options for additional pre-recruit surveys during years 2006 and 2007. The survey will start and end in Newport, OR. The contractor must be able to collect, and analyze acoustic and biological data, as well as provide annual reports, complete time series of data, and a summary report upon completion of the third year of the series of annual surveys. The contractor will provide the survey vessel, both vessel and scientific crews, and all required equipment to complete the survey in a consistent and scientifically defensible manner to continue a biological time series. Additionally, there is a required intervessel comparison between the NOAA Ship David Starr Jordan and the contractor?s vessel that will span a minimum of two nights. This is a full and open competition. All responsible and responsive offers will be considered. The solicitation will be available from this web site only. It is anticipated that the solicitation will be available approximately April 4, 2005.
