- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This is a Small business set-aside using North American Industrial Classification Standard 541511, Size Standard is $21 Million Dollars, applies to this procurement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This will be an ?All or Nothing? Best Value Firm Fixed Price Contract. The award will be based solely on low price. Request For Quotation (RFQ) number is 21-05-465HRM027 Pursuant to FAR 11.105, a determination has been made that HEAT software is the only product that meets the Governments needs. The National Pollution Funds Center requires EXACT MATCH ONLY for the following items: HEAT SERVICE AND SUPPORT 8.0 (15 USERS) HEAT 8.0 ANNUAL MAINTENANCE & SUPPORT (15 USERS) HEAT Self Service (1 EACH) HEAT Self Service Annual Maintenance (1 YEAR) HEAT Asset Tracker (HAT) 2.0 (450 EACH) HEAT Asset Tracker (HAT) 2.0 Maintenance (1 YEAR) The Contractor will provide the following services in accordance with the Service Contract ACT of 1965, as amended FAR Part 52.222-41 and is Subject to the to the Department of Labor Wage grades www.wdol.gov System Administrator Onsite Training, HEAT Administration I (5 Days) Onsite Discovery, Implementation, Installation 10 Business Days (1 JOB) Contract will only be awarded to an authorized Front Range reseller with certified HEAT trainers. Vendors are required to submit certification of training and background for the individuals that will be conducting site installation and training. Vendor will provide necessary course books and materials for (15 Students) The Government will provide a suitable classroom facility. Vendors are required to submit a list of any government furnished items needed for training 1 week prior to work commencing. Scheduling for installation and training will be agreed upon by the Contracting Officer and awarded company. Installation and training must be completed no later than MAY 22, 2005 F.O.B. Destination National Pollution Funds Center Arlington, VA. FAR 11.105 Items peculiar to one manufacturer, included in full text. The provisions in FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this solicitation. FAR 52.212-2, Evaluation-Commercial Items is applicable to this solicitation and the blanks in section (a) are completed as follows: Price Considerations. Offers shall include with their quotes, a completed copy of FAR 52-212-3, Offerer Representations and Certifications--Commercial Items, only. FAR 52.212-4 Contract Terms and Conditions required to implement Statues or Executive orders--Commercial Items, FAR 52.232-33, Payment by Electronic Funds transfer--Central Contractor registration. Required Central Contractor Registration, is applicable to this acquisition. No written bid package for solicitation is available. 11.105 Items peculiar to one manufacturer. Agency requirements shall not be written so as to require a particular brand name, product, or a feature of a product, peculiar to one manufacturer, thereby precluding consideration of a product manufactured by another company, unless- (a) The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs; (b) The authority to contract without providing for full and open competition is supported by the required justifications and approvals (see 6.302-1); and (c) The basis for not providing for maximum practicable competition is documented in the file when the acquisition is awarded using simplified acquisition procedures.
