Description
This Announcement Replaces CTN-05-0001. The Missile Defense Agency (MDA) is seeking interested sources capable of providing SETA (Scientific, Engineering and Technical Assistance) support services to the Ground-Based Midcourse Defense (GMD) Joint Program Office (JPO). This Sources Sought announcement is issued to assist the agency in market research by determining industry interest and capability. This is not a request for proposal. This synopsis is for information and planning purposes only. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The Missile Defense Agency is developing, testing, and, as directed, fielding a prototype Ballistic Missile Defense System (BMDS) capable of engaging all classes and ranges of ballistic missile threats in all phases of flight to defend the United States, its deployed forces, friends, and allies. The Ground-Based Midcourse Defense Program is an essential element of the BMDS architecture. GMD?s mission is to develop, test, and field a prototype system that provides a useful military capability to detect, track, intercept, and defeat ballistic missile attacks in the midcourse phase of flight. Potential sources must demonstrate capability in the following areas. -System engineering and integration: mission and trade-off analysis; technical baseline management; integration support; technology assessment; identification of adversary development; test target support and scenario development; design review; computer software analysis and management; specialty engineering; risk analysis; capability assessment; modeling and simulation support; system test planning; embedded test support; exercise and war-game support; and training support. -Test and evaluation: technical support for laboratory, ground, and flight tests; test facility support; test plan review; test execution support; and test report development and analysis; OTA (Operational Test Authority) interface and support. -Operations support: site activation assistance; combined test and operations; synchronization of assets; and war-fighter interface. Containment and operations support to include manning 24/7 operations center, logistics and program management support and development of logistics and RAM (reliability, availability and maintenance) data. -Security support: intelligence and counterintelligence support; critical program identification; security engineering; foreign disclosure review; vulnerability analysis; anti-terrorism/force protection planning; information support; certification and accreditation support; software and network security; and secure communications support. -Technical services for Ground-Based Fire Control/Communications (GFC/C): system engineering services at the component level; open system standards support; external interface definition; and critical program parameter identification. -Business management: program assessment; program control; cost reporting and earned value analysis; cost analysis; cost modeling; program budget support; Program Planning and Budgeting System (PBBS) documentation; cost execution tracking; data management; program management planning; and contract change processing (development contract). -Independent assessments: conduct ?graybeard? reviews and senior review group studies. This contract will support the GMD JPO at the following primary locations: Huntsville, AL, Arlington, VA and Colorado Springs, CO. There will be Organizational Conflict of Interest (OCI) restrictions to assure that the contractor?s scientific objectivity and judgment are not biased. Contractors who believe they are qualified are requested to submit a description of their capabilities and experience. Responses should be limited to 20 pages and include a listing of relevant contracts including period of performance, dollar amount, and issuing organization. Responses should be submitted within fifteen days after this notice by e-mail to Sara.Higgins@mda.mil and/or Eric.Ottinger@mda.mil. Graphical content should be minimized to avoid exceeding bandwidth limitations.
