- This is a Request for Information (RFI) for the National Consortium for Measurement and Signature Intelligence (MASINT) Research (NCMR) program. The following information is provided for planning purposes only and does not constitute a Request for Proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. PURPOSE: The Directorate for MASINT and Technical Collection, Defense Intelligence Agency is requesting information from industry, academia and laboratories to complete Phase III in the formation of the NCMR. The NCMR was formed by invitation in FY 2003 (Phase I) to help DIA generate a plan for incorporating basic research conducted by academia, industry and laboratories into MASINT sensor systems. In FY 04 the NCMR provided direction and funding for ten basic research projects conducted at a variety of Universities and executed by the National Science Foundation. In FY 05 (Phase II) the NCMR will receive proposals from current consortium participants for available FY 05 funding. FY 05 will also complete the establishment of the NCMR. The desired outcome from this RFI is to locate potential candidates for participation in the NCMR program. This RFI specifically seeks information from prospective participants regarding unique technical and security qualifications, mission familiarity, and affiliations with other potential or current NCMR organizations. INFORMATION REQUESTED: (1) To what extent does your organization participate in intelligence and or defense related or applicable basic through applied research? (1a) What specific scientific and technological areas are the forte of your organization? (1b) What past experience in the MASINT disciplines does your organization have? (2) To what extent and with what specific organizations, does your organization partner with Industry, Universities, and National, Commercial or uniformed Service laboratories? (3) Does your organization have any specific policies that restrict partnerships among industry, academia and laboratories? (4) Can your organization participate in an environment which shares proprietary information with other members of a partnership? (5) Do your personnel with relevant expertise currently have security clearances, at what level? (6) Please provide an organizational capabilities statement which describes related activities your organization has lead or participated in. (7) Is your organization a GSA Schedule holder? DIA is planning an Industry Day tentatively for June 2005 in Albuquerque, NM. The specific date and location will be determined at a later date.
