- US Department of Commerce/ National Oceanic and Atmospheric Administration-intends to negotiate with J.D. Power Associates on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. The acquisition is to provide PIN Historical Pricing Report and Regular PIN Explorer Data Downloads. The Regular PIN Explorer Data Downloads will be awarded for a base year of 18 months and two additional 12 month option periods. The Bureau of Economic Analysis (BEA) provides many economic measurements as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation?s production. BEA, as one of the world?s leading statistical agencies that collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. BEA collects source data for specific sectors of the economy. The objective of this procurement is to obtain real-time transactions price data in order to improve the motor vehicles estimates. J.D. Power and Associates is the only source allowing the ability to see automotive transactions from automotive dealerships in near real time. Information is processed from over 7500 dealers within the US, and the syndicated database is updated weekly. Other sources provide volume or registration data only, but J.D. Power provide the details on those transactions including pricing, demographics, vehicle specifics, financing structures, trade-in data and more.. Offerors certain they can meet the requirements are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sheila Kauzela, Contract Specialist. Note 22 applies
