- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The purchase request number is F3M3C25067A1 and the solicitation is issued as a request for quotation (RFQ) (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 01-27. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 562991, and the small business size standard is $6.0M. (v) This requirement consists of (4) Line Items: (1) Portable Latrines, 375 ea. (2) Handicap Portable Latrines, 10 ea. (3) Hand Washing Stations, 30 ea. (4) Baby Changing Stations, 10 ea. (vi) Description: The contractor will furnish all plant, labor, material, equipment, facilities, and transportation except specified by government furnished property necessary to perform the serviced described herein. All work performed under this contract will take place at Pope AFB, NC located in Cumberland County. The base is accessible by rail and public highway. All clean up materials, residue, and contamination shall be disposed of by the contractor, off the base, at no additional expense to the government and IAW all applicable laws and/or regulations. Latrines will be medium size, brown or beige in color. All units are to be in place by 1900 hours on 27 May 05, and can be removed after 0800 on 30 May 05. All units must be removed no later than 1600 hours on 31 May 05. All service (including cleaning, and emptying of the latrines and restocking of supplies) will be done during the hours of 1800-2100 hours on 28 May 05, and 0600-0900 hours on 29 May 05. The contractor will make a small stock of supplies available for the government to use if restocking is necessary during the times the Air Show is open to the public. All unused supplies will be returned to the contractor at the conclusion of the Air Show. Latrines, hand washing stations, and changing stations will be placed in groups along the flightline side of the nose dock facilities on Pope AFB, NC. The Civil Engineering representative will coordinate the location with the contractor prior to placement/delivery of the latrines. Due to world events, the possibility exists that the Wings of Freedom Air Show (for which latrines will be used) may be cancelled. Cancellation will be for security issues and may be directed by HQ AF Staff. (vii) Requirement dates: May 27-29, 2005. Location: Pope AFB, NC 28308 Delivery terms: FOB Destination (Freight allowed) Acceptance: By government. (viii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this solicitation. The Wide Area Work Flow (WAWF) addenda also applies, Invoice/Receiving Report Combo shall be submitted electronically through WAWF at https://wawf.eb.mil/. (ix) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Best Value. The contractor certifies that it can meet the requirement by submitting a quotation. (x) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 are considered checked and are applicable to this acquisition: (15), (18-20), (23-24), (c1), and (c2).
